Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position reports to the Program Analyst 4 and develops data analysis tools, performs complex statistical analysis, conducts detailed evaluations of agency program effectiveness, and makes recommendations to bureau, district, and executive leadership on program improvements. This position also develops and delivers detailed reports and executive briefings and provides guidance on implementation of program changes to enhance the overall efficiency and effectiveness of agency operations and administration. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Coordinate data analysis and presentation activities for agency program evaluations, including extracting data and presenting in excel or similar format (including data summaries, charts, graphs, etc.) supporting program improvements and progress towards agency goals and objectives. Analyze and evaluate performance measures, data collection processes, data sources, and performance measurement systems across all agency levels to ensure data integrity and alignment with the department’s goals and objectives. Make recommendations to bureau, district, and agency leadership for improving program effectiveness through improved performance measurement practices. Develop and apply data analysis methods and tools to perform complex statistical analysis of information from multiple systems to provide up-to-date and accurate analysis, information, recommendations and plans critical to the development and rollout of agency initiatives. Conduct data studies and statistical analysis to inform decisions relating to PennDOT policy creation, revision, and removal; obtain and analyze data about current and proposed policy costs, benefits, and outcomes; develop conclusions and recommendations for improvements; and prepare reports of findings. Gather background data and coach strategic teams in analyzing their program effectiveness and program performance management methodologies and tools. Make recommendations on improving program performance measures and data collection and data management methods supporting the maintenance of these measures. Develop standard and ad hoc reports, as needed, to respond to data and information needs of PennDOT organizations and leadership statewide. Develop, gain approval for and implement recommendations for improving data quality, integrity and effectiveness within and between various systems to meet overall agency goals and objectives. Participates in data analysis and reporting automation initiatives and system development projects to ensure that system and application development projects meet agency and program area needs. Serves as liaison between business areas and IT staff during data collection and management or performance management projects that involve IT related studies/solutions. Coordinate program participation and data management for complex statistical tool and application development projects impacting agency-wide initiatives to ensure all affected program area needs are considered and agency goals and objectives are met. Evaluate complex statistical tool and application development project performance on task and schedule and ensure that all agency and program area requirements are fulfilled. Arrange and conduct program area meetings to check status and make program-level decisions as may be required. Coordinate data collection and delivery of agency data to other Commonwealth agencies or branches of government in support of legislative or executive initiatives in which agency participation or compliance is mandated. Coordinate program area needs and resources integral to the development of Request For Proposals (RFP), Request For Quotes (RFQ), Request for Services (RFS), Statements of Work (SOW) and contractual conditions for assigned projects affecting agency research and program analysis initiatives that impact multiple program areas within the agency. Plan and supervise the activities of agency staff, annuitants and/or consultant staff as assigned on a project/task basis to support data analytics and reporting functions related to agency initiatives and program analysis and improvements. When requested, provide guidance to the Program Analyst 2 in charge of the Survey Center to ensure survey design and data collection methods will result in statistically valid results that will be useful in evaluating and recommending agency program, process and policy changes. When requested, provide guidance to the Program Analyst 2 in charge of the Survey Center with carrying out complex statistical analysis needed to develop recommendations and survey reports that will be useful in evaluating and recommending agency program, process and policy changes. When assigned, use consensus-building strategies and strong team/relationship-building communications skills to lead executive, managerial, and project teams in analyzing programs, recognizing problems, identifying team-proposed opportunities for improvement, developing strategies to obtain approval on recommendations, creating action plans toward implementing changes, and providing program management support to functional teams. Serve as the Bureau Continuity of Operations Plan (COOP) coordinator, ensuring that all required plan updates are made in the Commonwealth’s COOP system and annual management reviews are conducted. Participate in any required COOP Coordinator training or meetings at the agency or Commonwealth level. Ensure communications are consistent with the bureau’s standards to maintain and promote a positive image on behalf of the organization. Perform other job-related assignments as required. Safety 1. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Workforce Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. |
