Position Purpose:

Performs para-professional work and technical/analytical support, within the field of Public Human Resources to ensure that Time Management functions, Organizational Management Processing functions and Personnel Transaction functions are processed timely and accurately at SCI Pine Grove. Incumbent is also the custodian of the Employee Personnel Files (OPF). Responsible for processing requests from other Commonwealth agencies, such as request for Domestic Relations, Attorneys and subpoenas from legal entities.

TIME/PAYROLL: This position serves independently as the Time Advisor/Administrator responsible for auditing, monitoring, overseeing and recommending appropriate action to the and the time and attendance program in the department at Pine Grove. Regional backup time advisor.
Responsible for ensuring compliance with the absence and overtime policies and procedures of the Commonwealth of Pennsylvania and the Department of Corrections. A thorough knowledge of multiple collective bargaining agreements, memorandum and side letters, multiple pay schedules, management directives relating to time and attendance, Personnel Rules, Executive Board Amendments, rules and regulations for both Standard and Combined Leave programs, etc. is required to perform the routine duties of this position. Also, required is the knowledge and ability to interpret the above-mentioned documents to ensure the facilities are in compliance with all leave and attendance established policies and procedures of the Commonwealth of Pennsylvania including the Fair Labor Standard Act.

MODIFIED DUTY PROGRAM: Administers the Modified Duty Program. Coordinates modified duty assignments based on the employee's physician’s feedback, medical documentation/restrictions and the employee's supervisor for work related and non-work related injuries in compliance with the Modified Duty Policy. Notifies employee and his/her supervisor and union (if applicable) on return to work and provides a modified duty letter and modified duty job description to employee outlining their duties and roles of modified duty. Communicates with injured employee, supervisors, and the Field Human Resource Officer regarding return to work full time or in a modified duty position in order to provide effective, cost efficient administration and benefits of this program to institution staff and managers.
FMLA PROGRAM: Serves as the FMLA liaison between Central Office and staff. Coordinate requests for FMLA leave as well as the approval/disapproval of said requests. Monitors all employees on FMLA, assists timekeepers and supervisors with questions regarding leave codes and issues with the FMLA program. Ensures appropriate medical documentation is forwarded to Central Office FMLA Unit for related absences. Forwards FMLA correspondence to appropriate supervisors and timekeepers.

WORKER'S COMPENSATION LIASION: Reviews workers’ compensation and heart & lung claims for completeness and accuracy and assures timely entry into the system. Functions as the liaison between SCI Forest and the Worker’s Compensation Coordinator for SCI Forest. Informs and updates employee’s supervisor, the Field Human Resource Officer and the Superintendent of employees’ injuries and disabilities. Attends Worker’s Compensation and H&L hearings; testifies regarding policy and procedures and the facts concerning the case; corresponds with the Workers Compensation Coordinator, attorneys and BHR staff. Assists the DOC Chief Counsel’s Office in preparation for the hearings by assuring availability of witnesses and appropriate information in order to present SCI Forest’s position. Also prepares and provides requested information to the attorneys who are assigned to represent the Commonwealth on appealed claims. Consults the Field Human Resources Officer in regards to specific cases or special circumstances.
