Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Provides advance human resources work at a Regional HR Office which serves the Department of Corrections. The incumbent will apply advanced technical HR principles and professional analysis in multiple HR programs.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Labor Relations: Responsible for all aspects of the facility’s employee/labor relations functions. The incumbent interprets and applies various union contracts – including PSCOA, AFSCME, SEIU 668 (PSSU), SEIU HC, OPEIU, FOSCEP, CIVEA, & PDA. The incumbent will schedule and facilitate Labor/Management (L&M) meetings. The incumbent is responsible for reviewing and distributing L&M minutes to appropriate parties. The incumbent will also process and facilitate all levels of the accelerated grievance process to include receiving, numbering, investigating and/or assigning/coordinating investigations, creating grievance packets, presenting management’s arguments, and timely issuing first-step grievance responses. The incumbent is responsible for preparing grievance settlements as well as ensuring all actions needed to execute settled grievances are completed. The incumbent will prepare formal arguments and present same at the Joint Area Committee meetings. Will serve as the local point-of-contact in preparations for union arbitration hearings and may testify as a management representative.

- Discipline Process/Procedures: The incumbent will be responsible for reviewing completed fact-findings and consulting with supervisors and managers for proper disciplinary consideration. Responsible for scheduling and chairing PDCs as requested by the Superintendent. Will draft PDC synopsis and complete PDC packets for central office review; the incumbent will utilize the e-PDC process. The incumbent will then apply the appropriate range of sanctions as directed by the Superintendent. Ensures that disciplinary documents are distributed and appropriately filed in the appropriate EOPFs.

- Employee Services/SEAP/EEO/ADA/Workplace Violence:

- Responsible for connecting employees to HRSC, PEBTF, SERS, and other services as needed. The incumbent will work directly with the HRSC, PEBTF, SERS, Deferred Comp and other resources to obtain answers and assistance for facility employees. The incumbent will ensure that staff have appropriate information to contact respective resources. The incumbent will coordinate efforts with PEBTF to complete the on-site annual wellness screenings. The incumbent will direct important PEBTF information (Get Healthy screening, Spousal Attestation, Open Enrollment, etc.) with employees via emails, posters, administrative meetings or by HR support staff.

- Serves as the on-site SEAP Coordinator. Provides guidance to staff for SEAP related requests, absences, and requirements. Monitors employee compliance with mandated program participation, and schedules random screenings as necessary. Monitors any actions in relation to an employee’s fitness for duty.

- Serves as the on-site EEO Coordinator. Will assists in the investigation and resolution of discrimination and/or harassment complaints and consults with the DOC EEO Office for guidance.

- Serves as the on-site ADA Coordinator. Reviews essential job functions for staff and posts. Investigates ADA complaints, and coordinates requests for reasonable accommodations from staff in accordance with the ADA.

- Serves at the on-site Workplace Violence Coordinator. Administers the Workplace Violence Policy and assists in the investigation of alleged workplace violence. Coordinates with the Security Captain regarding employees with adverse contact with law enforcement.

- Placement and Complement Control: Incumbent will coordinate with HR Analyst (Recruitment) regarding facility vacancies and hiring needs. Assists with candidate interviews and selection when necessary. Communicates new hire information with department heads and administrative staff and provides weekly updates on vacancy progress. Ensures that the Training Coordinator is aware of new hires in order to conduct new employee orientations.

- HR Business Partner Consultation: The incumbent will utilize local and DOC HR data to identify areas for improvement within the facility’s operations related to supervisory and management functions. Once identified, an action plan is developed to create strategies for improvement. Will collaborate with administrative staff within the facility to develop new supervisory initiatives when appropriate. Provides delivery of solutions, to include process improvements and targeting training.

- Will serve as the on-site HR point of contact in the absence of the FHRO.
- The incumbent may participate in various hearings, such as: unemployment and/or workers compensation, SCSC and ULP hearings.
- Worker’s Compensation Back-Up Coordinator – When the primary coordinator is not available and/or when assigned by the FHRO, the incumbent will be responsible for the following: Reviews workers’ compensation and heart & lung claims for completeness and accuracy and assures timely entry into the system. Functions as the liaison between the facility and the Worker’s Compensation Coordinator assigned to the facility. Apprises the employee’s supervisor, the Field Human Resource Officer and the Superintendent of employees’ injuries and disabilities. Consults the Field Human Resources Officer in regard to specific cases or special circumstances. Modify Duty: Collect and distributes medical documentation to Workers’ Compensation Coordinator with respects to modified duty assignments.
- May assist with recruiting events as needed.

Must be prepared to deal with all types of issues that arise within the scope of the Regional HR office. Other duties as assigned.
