Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Researches courthouse records to determine type of ownership, easements, and other covenants of record as well as read and understand deed descriptions. Views affected property and interviews owner to obtain additional information necessary to ensure that the appraisal will reflect all information pertaining to the property such as fair market value, depreciation, liens, and judgments against the property, gas and mineral rights, and damage. Determines the appropriate methods necessary to derive the values on affected properties. Inventories properties noting all improvements, plus those completed by the owner since the original purchase of the property. Obtains additional information to document or substantiate completed appraisal reports, supplemental housing evaluations and retention valuations and as required, reviews and updates previously completed appraisals to the date of the Declaration of Taking prior to the Board of View Hearing or Court Trial. Attends and testifies at Board of View Hearings or Court Trials regarding the appraisal and estimate of damages. Furnishes claim settlement agents with necessary information regarding the property and damages in resolving problems concerning final appraisals or supplemental payments. Assists the Chief Appraiser in the preparation of damage estimates, appraisal contracting, and appraisal problem analyses, along with the entering of information into the right-of-way office computer programs. Provides technical and functional guidance to other project team members in preparation of appraisals and assists District review appraisers to assure conformance with state and federal policies, procedures, and requirements Assures appraisals and priority projects are completed within the specified time period. Participates in studies of other District functions to determine approximate costs and to provide advice determined necessary in conjunction with proposed locations or right-of-way implications or problems of alternate locations. Makes preliminary field investigations and estimates, coordinates appraisal activities with other right-of-way functions, provides information pertaining to departmental requirements, appraises individual properties, and prepares correspondence pertaining to any appraising activity. Provides prompt and accurate customer service relative to property owners' questions and/or complaints and informs property owners of their rights and Commonwealth obligations Assists staff attorneys on litigated claims and maintains claim settlement records. Provides support to the Chief Appraiser and Right-of-Way Administrator for fee appraisal contracting activities. Actions involved are bid solicitation; conducting bid openings; assembling contract related documentation; Contractor Responsibility Program search; contract information entry into Systems, Applications, and Products (SAP); monitoring of payments; and any other similarly related activities. Researches and develops market value by analyzing comparable sales or leases which include functional and physical characteristics, location, zoning regulations, environmental restrictions, sale concessions, utilities, market conditions, economic trends, and changing zoning laws and regulations that may affect the property use. Determines and analyze the “Highest and Best Use” of the subject property to be acquired as a vacant lot and/or as site with existing improvements. Reviews project right-of-way plans and visits each claimant site to determine, if there is any potential severance to the vacant lot and/or existing improvements. Researches and confirms closing dates of competitive sales through the multiple listing services, public records, appraiser files. Interviews with local realtors, property managers, owners, other appraisers, and developers to analyze and establish current market trends that influence the subject property. Contacts municipal authorities to obtain information about zoning regulations, building ordinances, utilities, deed restrictions, and/or moratoriums. Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Performs related duties as assigned. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Fair Labor Standards Act: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day. |

Completed work is reviewed by supervisor for adherence to state and federal appraisal requirements. |
