Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is training level professional managerial work in park operations and maintenance management.
An employee in this class participates in on-the-job and formal training programs designed to learn how to direct the operation,
maintenance, and recreational activities of a state park. Initially, employees are assigned to work with an experienced Park
Manager. As the employee demonstrates proficiency, assignments increase in scope, variety, and complexity. Work assignments
are initially detailed and subject to review while in progress and close review upon completion. As the employee demonstrates
proficiency, instructions and the review of the work decrease. Work is characterized by constant public contact for the exchange
of information and to obtain compliance with park rules and regulations, working weekends and holidays, being on call, living
on park grounds, and wearing a uniform.
In accordance with Act 153 of 2014 this position is required to complete Child Abuse, Criminal and Federal Criminal History
Checks every 5 years.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Participates in on-the-job and formal training programs designed to learn how to direct the operation, maintenance, and
recreational activities of a state park.

Learns how to determine budgetary needs, prepare budget requests, and monitor expenditures to ensure conformance to
approved budget.

Learns how to determine needed equipment and supplies and prepare requests to purchase equipment and supplies.

Learns to gather, compile, and analyze data related to park recreational activities, environmental programs and activities, visitor service programs, public safety programs and activities, fees, and best park operations practices to determine trends.

Learns to troubleshoots reported issues related to the use or performance of the computerized state park reservation system. Learns to work with users and service providers to recreate the issue, isolate and identify the cause of the issue, and determine a resolution.

Learns how to prepare contracts for park services such as garbage disposal, latrine pumping, plumbing, and electrical
maintenance services.

Learns how to develop plans to remodel, construct, renovate, or repair park facilities and structures; determine equipment,
supplies, and manpower needs; determine cost of supplies, equipment, and man-hours; and to review and comment on plans for
major park development or construction.

Learns how to review and comment on proposed park fees, rules, regulations, policies, procedures, and standards.

Learns how to direct concessionaire activities or lease activities to ensure conformance to contract or lease requirements.

Learns how to direct all park recreational and educational activities to ensure optimum use of park facilities.

Learns how to direct the security and visitor services program to ensure the public obtains answers to questions, park facilities
are used in a safe manner, and rules and regulations are adhered to.
Learns how to direct the maintenance program to ensure all park grounds, structures, facilities, and equipment are properly maintained.

Learns how to plan and organize work; assign work; determine work flow; interview and recommend prospective employees;
develop employee performance standards; review and approve leave requests; assign or authorize emergency overtime work;
initiate corrective disciplinary actions; interpret rules, regulations, policies, procedures, standards, and objectives; and review
work performance.

Learns how to direct outdoor programming services at parks, including supervising education staff and implementing the park
prospectus.

Learns how to manage park natural and cultural resources and work with Resource Management and Planning Division staff.

This could include managing resource and cultural projects with staff and/or volunteers, as well as participate in resource and
cultural actions such as resource inventory, forest stewardship, and watershed restoration.

Prepares letters, reports, and correspondence as required.

Operates motor vehicles to travel to various work sites.

Performs similar work as required.

Employee receives training and specific direction and supervision on assignments from the Division Chief and Section Chief(s)
through written and verbal instructions. Experienced managers and various Bureau personnel provide additional guidance and
information on matters that require specialized knowledge. Employee will be guided through routine issues that are decided on a
case-by-case basis with adherence to policies and procedures, with review and approval from supervisor(s); and is expected to
become proficient with routine matters by the end of the training period

SPECIAL REQUIREMENTS:
•Must pass psychological testing (Minnesota Multiphasic Personality Inventory (MMPI). Failure to pass this test is a basis for removal from the position.
•Must pass Pennsylvania State Police and FBI criminal background checks. A record of conviction of a criminal offense for which more than one year in
prison can be imposed as punishment is a basis for removal from the position.
•Must obtain and maintain commission as a State Park Officer.
