Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Park Manager Trainee classification performs professional level managerial work in park operations management. This position is assigned to Park Regional Office #4, but will be assigned to work at various field sites throughout the trainee period. Employee will be required to work weekends, holidays, and varying shifts as park operations dictate. Overnight travel will be required. Park Manager Trainee is responsible for assisting established Park Managers in the administration, operation, and maintenance of various state parks as part of the training program. On occasion, heavy physical work is required, and hazardous conditions may be encountered. You will be required to work outside in varying climactic conditions, including inclement weather. Hiking, and climbing over rough terrain will be required. Attendance at meetings, public events, etc. may require working outside of your scheduled shift. In accordance with Act 153 of 2014 this position is required to complete Child Abuse, Criminal and Federal Criminal History Checks every 5 years. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Assists with the direction of park recreational activities, environmental programs and activities, and visitor service programs, special activities programs, and public safety programs to ensure optimum use of state park facilities. Assists with the direction through subordinate supervisors, and directly supervises the activities of a State Park. Assists with the development of operating policies, procedures, standards and guidelines to manage local park operations. Assists with interviewing prospective employees and recommends selections, and ranks interviewee for employment. Determines training needs of subordinates and arranges for, or provides necessary training. Assists with the planning and organization of work, scheduling work, assigning work, determining workflow and reviewing work performance of subordinates. Assigns or authorizes overtime work for subordinates. Assists with the development of employee performance standards, discusses the standards with employees, assists with the preparation of employee performance reviews, and reviews and signs employee performance reviews with employees. The employee in this position will learn how to act as a reviewing officer for evaluations completed by subordinate supervisors. This position assists with the monitoring of payroll, and ensuring that overtime is reported, and entered correctly for subordinate staff. Assists with the initiation of corrective disciplinary actions for misconduct by subordinates in concert with the supervising manager and regional administrative officer. This position will recommend disciplinary action, and carry out the issuance of such with input from supervising manager, and/or regional administrative officer. Assists with the review and approval of leave requests, review of sick leave usage of subordinates to determine if a pattern of abuse exists, and assists with corrective discipline, if merited. This position receives grievances and complaints, assists with the initial investigation into causes and conditions, and resolves, or recommends resolutions to the labor relations liaison through the regional office. Assists in determining budgetary needs, the preparation of operating budget requests, and the monitoring of expenditures to ensure conformance with approved operating budget allocations. Upon receipt of a park operating budget, this position assists with the preparation of a final operating and project spending plan for the park, and implements it within the issued allocation. Assists with determining the needed equipment and supplies, and the preparation of appropriate purchasing documents. Approves purchase requests, and payment of invoices for items purchased. Assists with the preparation of budget requests for heavy equipment needs by determining the items to be purchased, researching contracted vendors, providing cost estimates, and ranking needs in priority order. Assists park Administrative Assistant or Regional Purchasing Agent with the preparation of service purchase contracts for park services such as garbage disposal, latrine pumping, and plumbing and electrical maintenance services. Assists same with the advertisement of bids, and ensures services are tracked, and billed within contractual requirements. Assists supervising manager with approval of invoices for payment, reviewing documentation, and maintaining purchasing records for audit purposes. Assists with the preparation of project requests for remodeling, construction, repair, or rehabilitation of facilities in priority order, including amounts needed, and a description of the project purpose. Maintains a project request list. Assists with the review of, and comments on plans for major park development or construction projects. Assists with the direction of the purchase or materials and supplies to renovate, rehabilitate, or repair park facilities or structures. Monitors spending and progress of projects to their completion in relation to budget allocations and time deadlines. Assists with the administration and supervisory duties of any specially funded work projects. Assists with the preparation of requests for quotes, bids, and awards. Assists with the administration of service purchase contracts, including ensuring that they comply with all of the AFSCME Article 43 requirements for preservation of bargaining unit work, including requesting approval when necessary, and reporting spending through established methods. Gains, and maintains a knowledge of accessibility laws and regulations, and prepares project estimates to increase facility and program accessibility. Assists in the direction of a maintenance program to ensure park grounds, structures, facilities, and equipment are properly maintained. Assists in the direction of all park recreational and educational activities to ensure optimum use of facilities. Assists in the direction of concessionaire activities and/or leased operations in ensure conformance with contract or lease requirements. Assists with the preparation and review of Special Use Agreements, including the making of decisions on the activities to be permitted, the facilities to be used, the length of the agreement, and the services that will be provided by the park. Assists with the management of, and participates in law enforcement activities using the Crimes Code, Vehicle Code, and Fish and Game laws within State Parks. Ensures Sate Park rules and regulations are upheld. This includes issuing citations and filing charges in such a manner as to preserve human dignity, protect the park's resources, and ensure public safety in compliance with written Bureau directives and State Park laws. The Bureau of State Parks only expects its managers to spend a small percentage of their time performing law enforcement duties. Assists in maintaining the park's natural resources, including the preparation, maintenance, and adherence to the park's resource management plan. Assists with the review, development, and recommendation of changes, additions, and deletions to park fees, rules and regulations, policies, procedures, and program standards. Assists with the interpretation and application of statewide park operations rules, regulations, policies and procedures. Assists with the development and presentation of same to park employees and ensures implementation of operating policies, standards, and guidelines to manage local park operations. Assists with the development and implementation of program goals, objectives, priorities, guidelines, and standards to implement and manage statewide programs at the local park level. Meets with subordinate employees to inform them of changes to goals, objectives, priorities, guidelines, and/or standards. Assists with the coordination of programs with other governmental agencies, and private organizations. Establishes focus groups for the park to seek public input on park programs, activities, events, facilities, and other matters of interest to the park. Assists with the implementation of changes recommended by the park's focus group(s) that do not require prior approval, or that can be accomplished within the park's human and fiscal resources. Prepares letters, reports, and correspondence as required. Prepares draft press releases to inform the public and others of park activities, programs, schedules and special events. Meets with the media and answers questions on park activities, events, programs, schedules, and special events. Commits, or assists with the committal of human resources during emergencies, such as search and rescue operations, accidents, natural disasters, and special events, to specific tasks that may include cooperating with State and Local Police, fire departments, local municipalities, search and rescue teams, and other involved organizations. Operates park vehicles and equipment as required. |
