Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is assigned to the Darby District of the Delaware County Assistance Office, however can be assigned to Chester District based on operational need. The Administrative Officer 1 is responsible for managing the Clerical Department and has additional responsibility for the physical operation of the district office as well as insuring accountability for special funds to include Budget & Procurement. This position will function as the Information Technology Coordinator; County Electronic Benefits Monitor, CIS Coordinator, County Safety Manager, Disaster Coordinator. This position will report directly to the Income Maintenance Administrative 2 or 3.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Supervises 2 to 4 Clerical Supervisor 1s who supervise units comprised of 10-12 Clerical Assistant 2's each.

Evaluates and makes staffing recommendations within area of responsibility, organizes and monitors work in progress.

Establish and maintain cooperative relationships between administrative units within the District Offices.

Develops, audits, and evaluates Administrative and Operational procedures in order to insure effective, efficient workflow within assigned area of responsibilities. Analyze and update as needed. Maintains an up-to-date familiarity with all technical and clerical operations.

Responsible for, and will insure accountability for special funds in order to safeguard against fraud and/or illegal use of State Property. Monitor issuance of emergency checks, electronic benefits issuances, petty cash, postage. Monitors employee travel reimbursements for appropriateness.

Maintains inventory of office information technology resources for maintenance contract purposes, prepares necessary orders for repair and monitors contractor performance. Attends seminars, conferences and training.

Responsible for Lease Administration, contracts for office equipment and machinery to include maintenance, alterations and renewals. Responsibilities also include determining floor layout plans and building designs, maintenance of all building contracts to include leases, layouts, security, cleaning, extermination, and trash removal. Coordinate activities to assure that adequate supplies and equipment are available and will assure that the building facilities are clean and have proper lighting, heat, etc. as required by contract and lease.

Participates in special assignments in other areas, to include the District Offices, Department and State assignments. Will assist and/or conduct investigations when warranted. Will act as liaison and/or perform public relations work on occasion and will perform other related duties as directed.

Functions as the District Office #2 Safety Manager, coordinating and overseeing the Health & Safety programs by maintaining liaison with the District Offices’ Health & Safety Committees and conducting monthly meetings, routine safety inspections & fire/emergency drills. Ensure appropriate safety training is conducted in order to comply with Health & Safety regulations. Responsible for compliance with Right-to-Know policy & legal requirements.

Provides input into office needs as site inspector. Controls and monitors all VISA purchases.

Responsible for projecting needs for equipment, furniture space alterations, and the county budget. Controls and determines plans for Budget Allowance for each fiscal year.
