Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The individual in this position is assigned to the PSP Applications Development Unit in the PSDC Solutions Management Section. This is a technical position encompassing assignments, which are complex in nature and characterized by many variables, steps, and complicated data processing problems. The individual in this position is responsible for development and support of web applications, interfaces, and accompanying batch processes, following department standards. The individual works independently as well as in a team environment on assignments. This position will primarily support the Pennsylvania State Police but may perform work for other supported agencies as needed to include the Department of Corrections (DOC), Pennsylvania Board of Probation and Parole (PBPP), Office of Victim Advocate (OVA), Sex Offender Assessment Board (SOAB), Firearms Education and Training Commission, Pennsylvania Justice Network, and the Pennsylvania Commission on Crime and Delinquency. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 40% Performs programming tasks to develop, enhance and maintain web-based applications within the Open Systems environment using Microsoft .NET platform tools and languages such as: ASP.Net Core, Web Forms & MVC, C# and Visual Basic. Applies knowledge of Structured Query Language (SQL), SQL Server Reporting Services (SSRS), SQL Server Integration services (SSIS) and GJXDM/NIEM, and Microsoft Message Queuing (MSMQ). Additional tools used include Internet Information Server (IIS), Extensible Markup Language (XML) and File Transfer Protocol (FTP). Works independently as well as in a team environment. Is knowledgeable of, adheres to, and contributes to established digital accessibility regulations and standards. Participates in instructing and training users and computer personnel in the operation of the programs. Interacts with end users and project team. 25% Performs application and system testing; Creates Test Cases; Ensures the test environment is set up and coordinates system testing with the business owner; and documents issues found during testing. 15% Troubleshoots application issues; Uses ServiceNow to identify and respond to help desk issues; Evaluates current operations and implementation procedures, and takes corrective measures to fix issues; Monitors effectiveness of user operations to identify and rectify problems; Maintains communication with source agencies, users, data processing personnel and others involved in the work processes to identify and resolve systems deficiencies; Evaluates and responds to users questions about the application functionality; and Independently initiates and selects course of action for the assignments. 10% Creates and maintains documentation; Prepares detailed system and application documentation for proposed complex physical systems supporting multiple business applications (Ex. System Requirement Documents, flowcharts, input/output requirements, program specifications, Test Plans, etc.); Uses Azure DevOps for document versioning; Obtains approval of documentation to ensure that all aspects of the current systems are correctly documented; Updates documentation processes and reporting requirements when enhancements are completed to existing systems, utilizing appropriate systems documentation methods and processes. 5% Provides leadership and direction in applications development and maintenance; project planning; establishing project requirements; and monitoring application development progress of computer applications. 5% Performs all other related work tasks as assigned, to include those outlined in the Department's CoG Plan when the plan is activated. Responds to the designated alternate or secondary location, when directed, in response to a catastrophic incident. |
