Position Purpose:

Office of Mental Health and Substance Abuse Services, Bureau of Community and Hospital Operations is responsible to oversee the Behavioral Health HealthChoices Program as well as the behavioral health care services throughout the Commonwealth. The Bureau monitors all mental health licensed programs as to their compliance with regulations, standards and service outcomes. The Bureau is responsible for oversight of county mental health programs and coordination with the State Mental Health Hospitals.

Responsible for monitoring, review, and management of the mental health and substance abuse services delivery system and system-wide quality outcomes resulting from the services delivery system.
Responsible for monitoring the capitated managed care initiative in the Western Region (Pittsburgh Field Office).
Monitor and manage the current Medicaid fee-for-service and program-funded service system through the county mental health and drug and alcohol programs.
Directs, designs, and conducts required program standards and licensing activities.
Develops performance and outcome evaluation criteria, standards, and reporting requirements.
The incumbent works as a Team Leader under the supervision of the Community Mental Health Services Area Manager, Pittsburgh Field Office. Although performance of duties and responsibilities is governed by established policies, procedures, and regulations, the incumbent exercises considerable independence, initiative, and judgment in their application. Technical and problem areas are discussed with the Manager; however, day-to-day operations of the team are the responsibility of the position. Performance of the incumbent is evaluated through conferences and meetings, observation of the efficiency, economy and effectiveness of practices employed and results achieved, and the overall performance (project completeness and performance standards) in meeting with stated goals and objectives.
The incumbent is responsible to provide leadership to a team of staff specifically assigned to interface with an identified group of counties. The incumbent is responsible for having detailed knowledge of the day-to-day workings of the county services system, the characteristics of the county, and to establish productive working relationships with a wide variety of county staff. The incumbent serves as the OMHSAS spokesperson for county and managed care programs.
The incumbent directly supervises two (2) or more professional team members in the Pittsburgh Field Office. Responsibilities with subordinate staff are direct and accomplished through assignment, review, and evaluation of work performance. Responsibilities also include employee work development and training, employee performance evaluations, and scheduling work assignments.
This is a highly technical and complex supervisory position that serves as the Office of Mental Health and Substance Abuse Services Supervisor for the implementation and monitoring of managed care initiatives in multiple counties within the Western Operations division. The incumbent acts and performs in a highly independent manner, with authority to make, on behalf of the Field Office Manager, major operation decisions relative to the provision and monitoring of services within the community-based mental health and substance abuse services system for the counties assigned. The incumbent is responsible to implement and ensure program policy and criteria are enacted at the local level and that programs contracted for or directly provided by the local authority are in full compliance with OMHSAS program policy and criteria.
The incumbent interfaces on a routine basis with local government; i.e., DHS executive staff, CMS, county commissioners, county government executives, DHS and Health Department program offices and Managed Care Organizations (MCOs). The interface is part of the implementation and monitoring of managed care at the local level as well as providing technical assistance in county readiness actions designed toward local management of managed behavioral health care services. The incumbent also interfaces with outside consulting groups, providers, public interest groups, and legislative staff relative to mental health and substance abuse services implementation, monitoring, and technical assistance within the assigned counties. The incumbent participates within the Office of Mental Health and Substance Abuse Services on various program, policy, and financial committees as a means of assisting the formulation of behavioral health capitated managed care policy within the Commonwealth.
Additional major responsibilities include:
Ensures the implementation and on-going compliance with OMHSAS program policy and criteria at the local level and with the MCOs through supervision of the OMHSAS program/contract monitoring team. Responsible for the implementation of all county-based funded services and ensures the coordination and monitoring of such services to achieve a seamless system of care in each county. Provides interpretation and clarification of OMHSAS program policy at the local level and with the MCOs as part of their program/contract monitoring team process.
Continually reviews application of policy at the local level and makes recommendations for both new policy and revisions of existing policy through the OMHSAS Field Office Manager.
Participates in the review of proposals for managed care services including readiness reviews at the county/MCO level for the implementation of any future procurement processes.
Supervises the development, implementation, and monitoring county programming consistent with CASSP and CSP principles, within the assigned counties.
Directs the review and monitoring of corrective action required by counties/managed care organizations of contract compliance and quality management issues for the assigned counties.
Directs the implementation expansion of Community/Hospital Integration Projects Program CHIPPs) within the assigned counties. Activities include:
Soliciting proposals from county programs
Review and recommendation of the proposals
Finalize budget recommendations
Implementation and monitoring of the CHIPPs
Participates in local planning activities and county readiness for managed care expansion, contract, budget and county plan review, policy development, and consumer satisfaction initiatives.
Supervises the implementation of mental health and substance abuse services at the local level to ensure an effective system of local service delivery coordination, problem resolution, full access to service, and monitoring of the local services and their delivery system within the assigned counties.
Incorporates the findings of program standards and licensing staff into the monitoring and corrective actions required of county programs and MCOs.
Ensures staff assigned to conduct program monitoring is trained and knowledgeable in all applicable contract requirements, clinical practices, and quality management standards.
Directs the on-going program and financial requirements of the county mental health programs for services provided through fee-for-service and MH grant/program funding in the assigned counties. These responsibilities include:
Program and financial technical assistance to county programs
Problem resolution activities
On-going program and financial monitoring and follow-up on corrective actions
Budget review and approval of county programs
Review and recommendation pertaining to county annual plan documents
Represents the OMHSAS on multi-program office task groups or review teams in the Western Operations area. Examples include:
Children's Services Work Group
Aging Services Work Group.
Supervises and coordinates the expanded monitoring team for annual and specialized on-site county/MCO reviews.
Facilitates problem resolution and leads task groups to formulate recommendations on highly complex program and policy issues that require the cooperation of multiple departments and level of state and county government.
Identifies program and service interface required between behavioral and physical health care plans and ensures the coordination of services to members served by both plans.
Prepares, reads and interprets data produced related to the effectiveness of county programs and managed care plans. Discusses data findings with local officials and identifies actions to be taken to improve the quality of service or access.
Conducts focused reviews of managed care or county based programs, prepares reports and recommendations for corrective action.

Finalize budget recommendations
This position is responsible for being a leader in multi-system planning and coordination and participation in mutli-system planning for services for individual in a community.
