Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is a management level, supervisory position that oversees the Hospital and Clinic Services Unit within the Physical Health Services Section, Division of Regulatory and Program Development, Bureau of Policy, Analysis and Planning, Office of Medical Assistance Programs, Department of Human Services. This position is eligible for a telework option. The incumbent has the primary responsibility for administration and supervision over all aspects of planning, analysis, reporting, policy and program management for inpatient and outpatient hospitals, birth centers, family planning clinics, rural health clinics, federally qualified health centers, pharmacies, renal dialysis centers, and outpatient laboratories. This position involves independent judgment and significant initiative, as it requires developing and recommending policy positions, operational procedures, and automated systems applications. Other primary responsibilities include the planning, organizing, directing, and controlling of the development, implementation, and maintenance of policies, which includes promulgation of regulations, issuance of directives, and procedures and development of user designs for automated systems. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Supervise the day-to-day operations of the unit; establish objectives to be achieved by staff; prioritize and assign tasks in line with available resources; provide leadership; control for accurate and timely completion of tasks; provide and ensure the completion of personnel training; evaluate the job performance of subordinates. Recommend development and revision of program goals, objectives, policies, regulations, procedures, and standards to ensure that Medical Assistance policy is administered accurately, effectively, and efficiently so that services meet beneficiary needs; confer with providers, beneficiaries, advocates, other program managers, and Departmental staff to develop and implement program improvements and modifications; supervise the development and maintenance of programs, policies, regulations, automated systems, procedures, and forms. Supervise the development of user requirements and designs for supporting automated systems, interface with other Medical Assistance and Information Systems staff, participate in testing, and approve systems as meeting operational, management information and reporting requirements. Supervise the development of draft documents and program materials necessary for internal review and certification as to legality and form in preparation for public review and comment, including State Plan Amendments, Public Notices, Medical Assistance Bulletins, other documents as needed, and briefing materials for the Governor, the Secretary of Human Services, and other executive staff. Respond directly to, or supervise the preparation of responses for, the Secretary of Human Services, Deputy Secretary, Bureau Director, Division Director, and/or Section Chief; respond to telephone inquiries and written requests regarding issues of program policy or interpretation; respond to complaints or inquiries received from providers, legislators, and legal service organizations. Supervise the review, interpretation, and analysis of proposed and implemented Federal and State laws and regulations and court decisions that may impact the Medical Assistance Program to determine the necessity for revising Departmental policies for compliance. Supervise the research, collection, and evaluation of information used as a basis for writing policy and procedures internally, as well as for documents prepared by other agencies; obtain documents, conduct research, answer interrogatories, and give testimony at both administrative and judicial hearings relative to Medical Assistance Program issues. Participate in and/or chair program implementation committees; participate in both Departmental and extra-Departmental meetings where Medical Assistance representation is required; prepare and deliver presentations in order to establish and maintain a professional working relationship with these entities; plan and conduct meetings with Department staff and collateral staff to coordinate the resolution of various issue and program problems and ensure the efficiency and effectiveness of provider billing regulations. Supervise, or assist in, the preparation of reports, background papers, budget narratives, and survey responses regarding the Medical Assistance Program, as well as comment on the impact of the program and legislative initiatives on the Medical Assistance Program. Supervise the development and writing of Medical Assistance regulations, provider handbooks, handbook updates, publications, and other materials for assigned provider types to interpret program policy, determine system feasibility, and develop billing policies Perform other supervisory-related duties and special projects as assigned. |
Decision Making: Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. This position requires a great deal of independence and judgment to perform tasks, and the employee is the “subject matter expert” on the projects that the individual in this position is assigned, which includes overseeing the review, research, analysis and interpretation of Federal and State laws, regulations, and guidelines; the drafting of regulations, MA Bulletins, policy clarifications, State Plan amendments; and responses to correspondence. The individual in this position is responsible for making decisions to ensure efficient and effective day-to-day operations and works independently, obtaining supervisory guidance on the most complex, sensitive, or precedent setting issues. The individual in this position consults with the supervisor on any issue dealing with policy decisions that deviates from the normal processes/procedures, works independently within assigned program areas, and manages priorities and workload to meet established goals. Although performance of duties and responsibilities is governed by established policies, procedures, and regulations, the individual in this position exercises considerable independence, initiative, and judgment in their application. The individual in this position discusses technical and problem areas with the supervisor; however, day-to-day operations are the individual’s responsibility. The individual in this position is required to independently prioritize daily to ensure deadlines are met. Work may be unpredictable at times, which requires the individual in this position to change priorities as needed. When problems with meeting deadlines or conflicting priorities occur, the individual in this position seeks advice from the supervisor. The individual in this position is expected to use independent judgment to solve day-to-day problems or issues that arise and to meet the established responsibilities of this position. Because this individual’s work impacts, reinforces, or sets the Department’s Office of Medical Assistance Programs policy or regulations, draft documents/recommendations are completed and forwarded to the section chief, division director, and bureau director for review and approval. In response to assigned work, the individual in this position works independently to analyze the assignment, research the issue, and prepare responses for the supervisor’s approval. Responses are based upon history, findings, and future directions of the Office of Medical Assistance Programs in accordance with agency policy, procedures, goals, and objectives. |
