Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This person will be responsible for researching, analyzing and processing complex overpayment claims issues; serving as the single point of contact within the Office of UC Service Centers (OUCSC), Claimant Services, for calls from the services centers regarding overpayment questions or issues; and providing technical assistance to Claimant Services and service center staff in establishing and adjustment of overpayments.

Description of Duties:

Analyzes and facilitates resolution of complex and unique claim and overpayment issues from a wide variety of sources. This includes researching claim records, analyzing non-monetary and overpayment determinations, checkwriting screens, interpreting referee decisions and calculating accurate claim and overpayment adjustments and balances.

Processes complex Payorders and assist with various duties in the Cash Unit, Lien Section, Overpayment Section and Wage Record as warrented.

As the point of contact within Claimant Services, responds to telephone and email inquiries from the service centers on overpayment protocols, processes, inconsistencies and errors. Analyzes, calculates and adjusts account balances as needed. Establishes overpayments that service center staff cannot do automatically on the UCAP system by preparing and processing paper and electronic transactions.

Researches legislative requests for information about constituent issues and complaints. Ensures that issues are fully researched, resolves as appropriate and prepares responses and reports. Serves as the Claimant Services point of contact for inquires from L&I’s Office of Legislative Affairs.

Reviews overpayment cases and questions from Claimant Services staff and provides guidance and instruction regarding accurate and proper processes and calculations.

Provides technical assistance to service center staff. Verifies overpayment records, resolves account inquiries, determines types and amounts of claim adjustments and either initiates corrective action or advises service center staff on how to do so.

Analyzes frequency and types of errors and questions from the service centers and prepares recommendations and Claims Updates for distribution to service center staff to clarify processes and reduce misunderstandings. Monitors to determine effectiveness and reviews case samplings to ensure compliance and accuracy.

Researches, interprets and applies UC Law and Regulations as well as UC policies and procedures. Recommends changes to OUCBP and OUCSC policies and procedures to streamline or enhance processes and to reduce errors in the field or in central office.

Develops and conducts training for Claimant Services staff on overpayment processing. Consults with OUCSC training staff on training material content for examiners and for Dedicated Overpayment Team staff.

Participates in the end user testing for upcoming system changes and/or Ben Mod new functionalities involving overpayment processing. Develops end user procedures for Claimant Services and service center staff on the processing overpayments. Assists in training Claimant Services staff on new functionalities regarding overpayments.

Prepares correspondence and documents for signature of the Claimant Services Operations Manager, the Operations Chief and the OUCSC Assistant Directors/Director.

Assists in developing and maintaining streamlined procedures to prevent fraud and maintain integrity of the Unemployment Insurance Program.

Prepares daily, weekly and monthly production reports.

This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment. As an employee of a state agency who works with FTI, you are responsible for protecting this critical information.

General supervision is provided by the Operations UC Executive 1. Projects are assigned with general objectives and wide latitude to proceed independently in the performance of job duties. Employee is responsible for accuracy of reports, soundness of factual analysis and recommendations, and technical accuracy of instructions provided to Claimant Services personnel. Work is reviewed through reports, conferences and evaluation of end results.
