Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This is an entry level position and the individual will to develop the required knowledge, skills, and abilities necessary to develop professional proficiency in environmental engineering and in air pollution monitoring. The person in this position performs a variety of duties to implement the Commonwealth’s rules and regulations relative to continuous emission monitoring systems (CEMS) that are required to be installed, operated, and maintained by the owners/operators of affected sources. The individual assists with the certification and auditing of CEMS, CEMS emissions data processing, and the development and implementation of enhancements of the CEM Data Processing System Application (CEMDPS*Online).
If this position is filled as an Environmental Engineering Trainee, there is a 12-month training period, during which time the incumbent will be trained to perform the duties of an Environmental Engineering Specialist. The work products are reviewed by the supervisor, before being issued or released.

Description of Duties:

An employee in this job participates in a formal and on-the-job training program in environmental engineering and air quality management under the responsible charge of a professional engineer. The individual will perform duties including the following:
1. Assist with the technical and engineering review of CEMS monitoring plans.
2. Assist with the technical and engineering review of test protocols.
3. Observation of performance tests conducted by the owners/operators of facilities.
4. Review performance test reports submitted by the owners/operators of companies.
5. Review CEMS emissions reports submitted by the owners/operators of facilities.
6. Communicate with company officials via teleconferences, email, and in-person meetings to discuss monitoring plan, protocol, testing requirements, test results and emissions data.
7. Participate in meetings with company officials, and the public regarding DEP rules, regulations, policies, and procedures.
8. Assist with the development and troubleshooting of CEMDPS*Online.
9. Travel overnight periodically for certain performance test observations, field audits, meetings, and conferences.
10. Promote the Department's mission.
11. Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Work assignments are designed to develop the employee’s ability to apply environmental engineering theories and concepts to the solution of practical problems, to increase the employee’s ability to recognize and define problems in the early stages of project assignments, and to instruct the employee in developing problem solutions that conform to professional standards and agency policies, rules and regulations. Assignments are increased in complexity and completed with more independence as training progresses. Work is closely screened prior to assignment and reviewed in progress and upon completion by a professional engineer for completeness, technical accuracy, compliance with engineering principles and practices and conformance with departmental policies and procedures.
