Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Develop and deliver various assigned projects from scoping field view to PS&E using Design Manuals, AASHTO Green Book,ASTA, Microstation, ECMS and team members expertise. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments.

Supervises the work of a highway design squad, manages assigned project schedule and budget, and assigns and monitors squad members workload.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Prepares and reviews Plan, Specification and Estimate (PS&E) packages for projects ranging in complexity from basic to complex. This package includes complete highway plans and associated highway geometrics, design calculations, construction details, tabulation of quantities, maintenance-of-traffic plans, pavement marking plans, erosion and sedimentation control plans, and cross sections.

Reviews plans and project specifications, completes engineering submissions and calculations related to utility relocation by utilizing knowledge of engineering principles, design standards, and codes. Utilizes sound engineering judgment and practices to recommend safety improvements for inclusion in construction projects.

Uses engineering background, principles and practices to perform drainage calculations to design new and retrofit roadway drainage facilities.

Uses engineering skills to design and review non-standard guiderail to ensure safe designs.

Assists the construction unit with any problems encountered during construction and reviews proposed plan changes to ensure their compliance with design standards.

Coordinate the involvement of in-house units on projects assigned to the squad. Review work of all squad members which includes periodic and annual reviews.

Participate in Scoping Field Views with members from FHWA, Bureau of Design and Delivery, and other District Units.

Provide customer service to internal and external customers which include the general public, other agencies and District personnel.

Responsible for the development of squad members, Civil Engineer Trainees, and temporary employees in all areas of the project design phase.

Attends plan checks, pre-jobs and semi-finals for assigned projects.
Responsible for reviewing and approving payrolls, expense sheets and leave requests of the squad members.

Serve on Value Engineering review teams when required.

Knowledgeable in the following: Bentley OpenRoads, ASTA, MPMS, EXCEL, ECMS, SAP, ESS, RMS and Word.

Serve as Project Manager of Consultant design projects, including: assemble Scope of Work, review Statements of Interest, review Technical Proposals, review Price Proposals, review Invoices, review project submissions and coordinate with other units.

Review Permit Applications and HOP's.

Prepare written correspondence and make oral presentations for public meetings and letting schedule/project delivery meeting updates.

Complete all mandatory online trainings within prescribe time period as directed in notification emails. Also attend other applicable trainings to improve job skills.

Participate in ISO audits as directed and complete within prescribed time frames.

Be the District Design lead on drainage and highway related questions.

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Fair Labor Standards Act:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:

The District Plans Engineer assigns projects or other tasks with either written or oral instructions. The work of the Squad Leader is reviewed by the District Plans Engineer. The Squad Leader will have his job description and performance reviewed by his/her administrative supervisor twice each rating period.

Essential Functions
