Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position reports to the PSP, Employee Relations and Workforce Support Division within the State Police Human Resource Office. Responsibilities include management of Employee Performance Reviews (EPRs) and serving as a point of contact for Electronic Official Personnel File (eOPF) documentation for PSP. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. EPR Management Responsible for the administration of the Department's EPR program. Runs reports to notify supervisory staff when EPRs are due; reviews, tracks, and uploads completed EPRs. Provides assigned Labor Relations analyst with copies if negative ratings or comments are assigned. Maintains a tracking log to ensure EPRs are received timely. Notifies management staff when supervisors are non-responsive. Submits E-PAR to extend probationary status or change to regular status, as appropriate, when Probationary EPR is received. Calculates new probationary end date for those requiring extension. Confirms transactional entries are made and drafts correspondence to Department personnel. Compiles and submits the annual EPR Timeliness Report to the OA Enterprise. OPF Coordinator Scans and certifies documents into the eOPF system and serves as the eOPF point of contact for such requests as subpoena information, Right to Know Requests, commonwealth employer requests, etc. Provides guidance and direction to administrative field and HR staff regarding the types of documents appropriate to be included in the eOPF. Receives and monitors litigation holds placed on eOPFs, preserves documents in accordance with retention schedules after the litigation hold is cancelled. Responds to requests for personnel documents or information from various internal and external sources including but not limited to agencies’ Office of Chief Counsel; PSP Subpoena Unit/Right to Know Law Office; Troops; Bureaus; Offices; other Commonwealth agencies; federal, state and local law enforcement agencies and courts; current/former personnel and/or their family members; and counsel representing current/separated personnel. Receives requests from current personnel to review their own personnel file and independently approves, denies, or modifies requests; resolve questions and problems associated with fulfilling requests; and advises requestors of discrepancies, time compliance issues, and when requested information or records cannot be provided. Coordinates the review of the records to be released with appropriate agency staff involved in the request and/or the assigned agency attorney. Redacts nonpublic data from the information collected for release in accordance with the nature of the request and the applicable state and federal laws, commonwealth directives, and department regulations. Employment Verifications Responds to requests for employment verification from prospective employers of current/former personnel in accordance with management directives and/or agency policies. Ensures that requests from law-enforcement agencies are handled in accordance with the Pennsylvania Confidence in Law Enforcement Act (CALEA) and other applicable regulations related to employment of law enforcement personnel. Maintains a database to log and track requests and ensure entries are made in accordance with established protocols. Receives and completes employment forms, which may include, Act 235, Act 168, LEEP, etc. Performs other related duties as assigned. |
