Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This is professional and administrative work of a consultative nature providing assistance and determining regulatory compliance in the Bureau of Juvenile Justice Services (BJJS). This position is responsible for providing consultative support of BJJS programs and facilities under the regulatory jurisdiction of the Department of Human Services. Consultation is provided, as needed, to ensure the implementation of departmental policy and to reinforce conformance of program administration and service with policies. Work includes the review of BJJS programs and facilities statewide. This position analyzes BJJS programs, provide consultative services leading toward the improvement of the quality and efficiency of operations, and submit appropriate recommendations when needed. This position investigates complaints and incident reports, which may include deaths, and prepares reports of investigative findings; submits written reports detailing areas of regulatory non-compliance in the provision of BJJS; and makes recommendations to correct areas of regulatory non-compliance. This position may also consist of being a resource for reviewing county plans each year during the Needs-Based Budget process in order to assist the Office of Children Youth and Families (OCYF) make informed decisions about strategies, regulations and standards that should be implemented to further the state-wide Juvenile Justice System Enhancement Strategies. Work is performed with a high degree of independence and occurs at various locations throughout the Commonwealth, requiring occasional travel and the ability to telework from home. Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Visits BJJS institutions to evaluate services provided and provide assistance, ideas and techniques in the care of delinquent youth, and surveys and evaluates services provided to assure that they meet program goals. Plans, organizes, and directs the development, integration, coordination and evaluation of all aspects of BJJS's quality assurance program. Develops and implements processes designed to assist facility leadership in addressing performance and process issues. Provides technical assistance to BJJS institutions in the interpretation and administration of program care and treatment for children and youth committed as delinquents. Reviews BJJS institutions to determine compliance with program objectives and federal, State and departmental rules. Assists with the institutional safety program; including training and education, accident, investigation, enforcement of safety rules and regulations, development of preventive measures or devices, and establishment of appropriate records and reporting systems. Assists in the development and implementation of systems for reviewing and monitoring operational programs, policies and procedures. Develops and ensures collection, distribution, analysis and reporting of data as required for use in quality assurance and operational risk management at BJJS sites. Recommends and participates in the revision or development of policy relative to the BJJS programs, implements departmental policy and conducts program compliance and quality assessment reviews from both a professional and administrative point of view. By becoming a subject matter expert, participate in the development and implementation of Federal, State, DHS, OCYF and BJJS initiatives within the YDC/YFC system as determined necessary including but not limited to: Juvenile Justice System Enhancement Strategy (JJSES) Standardized Program Evaluation Protocol (SPEP) Implementation of and data collection related to Evidenced Based Programming Prison Rape Elimination Act (PREA) Assist in the development of YDC/YFC facility-specific and system-wide outcome measures and implements appropriate processes for monitoring those measures and collecting related data. Development/expansion of delinquent youth and aftercare programs. Assists the regional OCYF offices in reviewing their county plans and proposed budgets each year during the Needs-Based Budget process in order to assist them in making an informed decision about how monies could best be used for furthering the state-wide JJSES. Applies professional judgment to the work which can take the form of analysis, reports and program recommendations. Conducts investigations into possible employee misconduct. Participates in the development and implementation of program initiatives and services in order to insure quality services and responsiveness to court and client needs. Analyzes proposed legislation to assess possible impact on delinquent youth and provides the Office of Legislative Affairs with reports including recommended changes and/or advocacy positions. Research and respond to legislative and other interest groups regarding juvenile delinquency issues. Prepares reports on evaluations conducted, which present data that has been analyzed and makes recommendations to agency directors, for improvements in the quality and efficiency of services being provided. Makes oral presentations and conducts meetings to discuss the results of surveys, evaluations, reviews or analysis of data to agency directors and bureau director to ensure the improvement of services delivered and to ensure adherence to program goals. Adhere to all Federal, State, Department and BJJS regulations, policies, procedures governing confidentially. Travels to BJJS facilities to provide technical assistance as required. Provides written and verbal reports on development of policies, procedures and initiatives relating to programs and services for delinquent youth. Evaluates and analyzes data relating to the development of policy and programs for delinquent youth. Selects, interprets and transmits policies, procedures and regulations regarding programs for delinquent youth. Establishes and maintains effective working relationships with BJJS personnel to assist them in operating quality programs for delinquent youth. Travels to BJJS facilities for delinquent youth to review and provide assistance designing treatment programs based on the facility’s needs. Assists with the development of new programs and services for delinquent youth. Travels to facilities for delinquent youth to meet with facility directors, inspect programs and facility buildings and to assess the program and administrative components of the facilities. Conducts written and oral surveys in person and by telephone to collect information on programs and clients under jurisdiction of the Bureau of Juvenile Justice Services. Knowledge of individual and group behavior with special emphasis on additional problems of adjudicated delinquent. Knowledge of community organizations and current social, economic and health problems and resources available to meet problems affecting children, youth and families. Ability to review records and reports of BJJS program services to assess the appropriateness of the services for meeting the individuals’ comprehensive program plan of care and other specific needs, and to recommend appropriate change. Reads and interprets laws, regulations, and other documents pertaining to juvenile justice. Adheres to all Federal, State and Bureau of Juvenile Justice Services regulations, policies, and procedures governing confidentiality. Conducts investigation of suspected and or reported cases of alleged child abuse or other employee/resident misconduct, develops written investigative summary, and recommend appropriate action. Assist with the facilitation of the Juvenile Justice Specialist Trainee curriculum. Assist with duties related to SPEP as it relates to program planning and quality assurance. Provide support to BJJS programs regarding program fidelity conducting observations and providing feedback. Conduct quality reviews in BJJS programs as requested by facility or regional directors. Assist with curriculum development and program development to include the revision of curriculum and updating resident handbooks. Assist with development of JJACS reports to inform facility directors and managers on individual and group counseling activities for the month. Assist in the development, revision, and review of BJJS policy. Assist with the Performance Based Standards quality assurance program. Work cooperatively and collaboratively with supervisors, managers, directors, BJJS employees and outside entities in the best interest of residents, employees, and the agency. Conduct surveys with the residents as requested by facility management. Participate and collaborate with DHS, OCYF to conduct Quality Service Reviews for county Children and Youth to ensure all children's safety, permanency and well-being. Support DHS, OCYF, county Children and Youth, and Juvenile Probation in adhering to federal regulations regarding Child Family Specific Review legislations. Performs other related duties as required. |
