Position Purpose:

This position serves within the Department of Conservation and Natural Resources, Bureau of Recreation and Conservation, Community Parks and Conservation Division, Community Parks and Recreation Section. This position serves as a Project Manager for a variety of natural resource, recreation, and conservation planning and development grant projects within an assigned geographical region(s) of the Commonwealth and includes coordination, review, approval, and management of assigned projects. This position provides technical assistance, outreach and education to support the Bureau Mission.

Description of Duties:

Serve as a Project Manager for a variety of natural resource, recreation, and conservation planning and development grant projects administered by the Community Parks and Recreation Section.

Provide technical assistance, outreach, and education to support the Bureau Mission.

Participate in grant coordination, review, approval, and administration to ensure grant programs are administered efficiently and effectively.

Review and evaluate natural resource, recreation, and conservation planning and development grant applications for eligibility and compliance with program rules, regulations, policies, procedures, and guidelines. Review application narratives and supplemental documentation. Score applications, recommend project funding, and develop official project scope of work.

Manage all aspects of assigned grant projects daily to meet established goals and deadlines.

Provide technical assistance, guidance, and direction to applicants, grantees, and stakeholders by telephone, email, written correspondence, and in person. Directly respond to inquiries or refer them to appropriate Commonwealth staff or external resources.

Schedule regular meetings with grantees to review project deliverables, track progress, and proactively manage issues.

Analyze and provide feedback for comprehensive recreation, park, and open space plans; master site development plans; land conservation and management plans; indoor recreation facility feasibility studies; and greenway and trail studies.

Analyze and provide feedback for site development drawings, specifications, bidding documents, cost estimates, and procurement plans for development projects. Review documents to ensure compliance with applicable laws, regulations, design standards, and accessibility; prevention of safety and liability hazards; promotion of cost-effective construction and maintenance best practices.

Review and evaluate requests for payment and grant amendments to ensure eligibility of project work elements and costs; compliance with program policies, procedures, and requirements. Recommends approval or disapproval of the request.

May perform project site inspections before, during, and after project completion as appropriate. May conduct site visits of completed National Park Service Land and Water Conservation Fund (LWCF) development and acquisition grants every five years as required by the LWCF Program.

Analyze and provide feedback for standard operating procedures, policies, grant manual documents, and electronic grant management platforms to improve efficiency and customer service.

Develop materials for and participate in presentations, workshops, and meetings to educate staff, partners, and the public on policies, practices, issues, and Department and/or Bureau programs and initiatives.

Participate in developing, presenting, and explaining all aspects of the grant program: grant program eligibility requirements, eligible projects, eligible costs, scoring and ranking criteria, reporting requirements, documentation requirements, and other factors that affect the management and quality of the grant program.

Develop and deliver presentations at various national and statewide conferences regarding various natural resource, recreation, and conservation issues.

Represent the Department and/or Bureau on committees, task forces, and ad hoc groups as assigned.

Perform special projects or other assignments as directed by the Section Chief, Division Chief, or Bureau Director.

Decision Making:

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Work is performed independently and is reviewed by the Community Parks and Recreation Section Chief and/or the Small Community Program Specialist for effectiveness and compliance with Bureau grant program policies and procedures.

Makes grant management decisions, answers grant program questions, and provides technical assistance on a daily basis.

Refers questions or issues involving policy decisions, controversial issues, unusual issues, politically sensitive or unique issues to the Section Chief and/or Division Chief for final decision-making.

Regularly assigned duties are performed independently and work is reviewed upon completion, as determined necessary by the Section Chief, for sound application of policies and procedures.
