Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is the lead person in the planning, development, improvement, and evaluation of the Act 89 Auxiliary Services and Acts 195/90/35 Textbooks, Instructional Materials and Equipment Programs for private and nonpublic schools. Additionally, this position will provide administrative support to the State Board of Private Academic Schools and staff.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Function as lead in administering the Act 89 Program. This includes managing approximately $101,000,000 in allocations disseminated to the 29 Intermediate Units to provide services to eligible students, as well as determining participation eligibility of schools. Prepare program budget projections and coordinate computerized data and related files for the Comptroller Office to enable allocations and payments to IUs for the Act 89 Program.

Function as lead in administering the Acts 195/90/35 Program. This includes managing and issuing approximately $29,000,000 in allocations disseminated to eligible nonpublic and private schools as well as determining participation eligibility of schools and eligibility of items that are permitted to be purchased with the allocations. This requires interpretation and understanding of guidelines, laws and court/legal decisions.

Analyze and develop eligibility guidelines for Acts 195/90/35 and maintain documentation distributed to nonpublic and private schools such as allotments, the Guidebook, instruction manual, etc.

Prepare statistical and analytical reports related to state and federal funded programs.

Provide administrative support to the State Board of Private Academic Schools to include, but not limited to, onboarding new members; arranging member travel accommodations and travel reimbursement; arranging payment for members; scheduling meetings and catering; submission of Sunshine Notices; preparing meeting agenda; transcribing meeting minutes; preparing documents presented to Board; etc.

Manage and coordinate the private and nonpublic school enrollment reporting of approximately 2700 schools to capture enrollment and other pertinent information for use in federal and state funding.

Prepare closed schools for transmission to the state records center and maintain list of schools.

Prepare fiscal reports for the Budget office in relation to Act 89 and Acts 195/90/35, and fees received by private academic school applications and transcript requests.

Maintain knowledge of Board regulations, private school law and office procedures to provide assistance and respond to general inquiries.

Log all applications, fees and complaints received.

Process fees received and transmit to Comptroller's Office for deposit.

Provide assistance to high school graduates requesting copies of their high school transcripts and managing the archived transcripts.

Schedule in-service trainings for new school owners, provide information to new school owners on registration and register constituents for in-service trainings.

Maintain and update the Nonpublic and Private School Services webpage.

Manage the Nonpublic and Private School Services email RA account and provide assistance and support to school administrators and the general public.

Update chief school administrators in PNPS for nonpublic nonlicensed schools.

Assist schools participating in Act 89 and Acts 195/90/35 and provide responses.

Provide administrative support to all programs within the office, including recommendations on program decisions based on administrative analysis of programs regarding PDE or external requirements.

Assist staff and supervisor in performing research relevant to the current issues in the office.

Travel as required.

Perform other related duties assigned by supervisor.
