Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position, located in the Conservation and Environment Delivery Center (CEDC) Project Management Office (PMO), leads a team of employees and contractors who manage large, complex IT programs and deliver business-critical solutions on time and within budget. It reports to the Business and Service Management Director and oversees portfolio management, project management policy and standards development, and resource capacity planning. The role also provides accurate and transparent project- and portfolio-level reporting to communicate overall health and identify opportunities for IT innovation. It directs the initiation, planning, execution, control, and closeout of high-priority and sensitive IT projects. The position influences and leads organizational change that supports agile teams and advances strategic goals. It monitors the performance of all projects from inception through implementation to ensure adherence to CEDC and Commonwealth methodologies. The role is additionally responsible for assessing, updating, and improving those methodologies to enhance project performance and support organizational strategy.

Description of Duties:

Maintains full responsibility for the IT project management of employees and consultants who are tasked with the initiation, planning, execution, controlling and closing of the most complex IT projects.

Define, communicate, and execute the vision and strategies for effective project management across the organization.

Provide oversight and guidance to the PMO team for the effective and timely execution of projects.

Facilitate governance for the project portfolio and each individual project within an ever-shifting business environment with conflicting priorities from business owners and sponsors.

Ensure compliance with SDLC policies and procedures.

Performs the full range of supervisory duties.

Coordinate the work and schedules of many people across numerous departments and juggling multiple responsibilities at a time while managing own workload and priorities.

Establish and deliver project and portfolio metrics for the PMO.

Oversee the delivery of portfolio and project status reports.

Ensure project management standards are defined, documented and practiced.

Develops relationships with business area management, IT management and project stakeholders.

Communicate effectively with business area management, IT senior management and project stakeholders.

Cooperate and collaborate with technical and non-technical colleagues, mentor team members in best practices, and provide skill development and motivate them to achieve the goals of the business.

Take best practices and translate it into a conversation and dialogue that makes sense to executives across IT and the business.

Keep leadership informed of changes related to new and ongoing projects within the organization; resolve and/or escalate project issues in a timely fashion.

Demonstrate effective change management and how change can impact the business if it is not given the attention it needs.

Deliver presentations confidently with strong digital support.

Evaluate project management standards and practices for the delivery center with the goal of continuous improvement of those practices, adapting and flexing to better suit the culture and environment of the business.

Ensure that project after action reviews (AARs) are conducted after the project is completed and that the appropriate stakeholders are involved in the AAR process.

Review and provide input on proposed project budgets.

Advise teams on risk management and present different scenarios using data and facts to negotiate options that can work in everyone’s interests within the constraints.

Ensure that resource and work estimates are developed through all phases of projects and that the estimates are reviewed periodically by the project team and adjusted when necessary and justified.

Direct the IT project management staff responsible for all activities associated with the project, including all commonwealth employees and contracted staff assigned, for the duration of the projects.

Work closely with agency business relationship managers, executive staff, and delivery center management to ensure active and upcoming projects align with the goals and strategies of our customers and meet the needs of the business.

Use knowledge of agile practices and frameworks (in particular Scrum and Kanban) to support and serve the agile teams in the delivery center.

Establish, document and improve on process and procedures which includes knowledge management.

Contribute to established service management and knowledge management processes and procedures, and ensure compliance with applicable digital accessibility regulations and standards.

Participates in the performance of subordinates’ work as needed to meet operational and organizational requirements.

Travel as required, including overnight stays.

Performs related work as required.
