Position Purpose:

The Office of Mental Health and Substance Abuse Services (OMHSAS) is a Program Office within the Department of Human Services (DHS). OMHSAS' Bureau of Policy, Planning and Program Development is organized into three divisions, namely, the Division of Program Management and Planning, Division of Behavioral Health Policy, and the Division of Program Development. This position comes under the Division of Program Development. The Bureau is responsible for a wide range of policy/regulatory functions, planning, service and system design, program monitoring and consultation, and development and promotion of evidence-based practices. The Bureau works in collaboration with other state agencies, counties, federal agencies, and private agencies that provide services to individuals with behavioral health needs.

This position serves on a team of subject matter experts (SME) staff specializing in Social
Determinants of Health and various mental health services within the Division of Program
Development. Human Services Representative 1 s working on the SME team require specific skills in order to complete the job requirements. Staff need to be able to research, analyze, and interpret regulations, state and federal legislation, policies, service descriptions and data in order to respond to questions and technical assistance requests from various stakeholders. Staff need to possess the ability to monitor, evaluate and write in a clear and concise manner in order to address program objectives, policies and operations, concept papers and correspondence. Staff need to be able to present material to audiences that range from workgroups, to conferences, and conduct training in an effective manner. Finally, staff need to have the ability to coordinate with various stakeholders, Commonwealth staff, and outside entities on the local and national level.

The Peer Services Program Representative position carries out the following responsibilities:
A. Serves as the lead program representative for peer-related programs, including Peer Support Services (PSS), Family Peer Services (FPS), Peer Run Crisis Stabilization Units (PRCSU), and Compeer programs, and other evidence-based, recovery-promoting approaches;
B. Performs highly independent, professional work that involves the administration, development, coordination and expansion of statewide peer services and other mental health programs;
C. Develops and monitors policies and programs for PSS, FPS and PRCSU;
D. Reviews, evaluates and develops program objectives, policies, and operations and makes
recommendations for program changes; and
E. Participates in the promotion of promising practices, best practices and evidence-based practice services and models in the area of behavioral health and the social determinants of health.





Description of Duties:

The incumbent is responsible for:

A. Reviewing and approving PSS, FPS and PRCSU program service descriptions and monitor providers for compliance with PSS, FPS and PRCSU program standards. Provides technical assistance, training and presentations on PSS, FPS, PRCSU, and other-related topics to providers, potential providers and counties; participates in training and conference planning; represents OMHSAS at conferences and workgroups; writes and reviews reports/concept papers/correspondence; analyzes state and federal legislation and participates in policy development and evaluation; and ensures communication and
consistency of policy interpretation with OMHSAS regional field offices.

B. Performing programmatic and fiscal monitoring of new, pilot, and/or expanded peer programs, providers and facilities, including monitoring and evaluating providers' implementation of OMHSAS policy; determining compliance with state and/or federal standards, legal requirements, and departmental rules and regulations, and; ensuring implementation of program improvements and recommending best practices to improve the quality of services being provided.

C. Reviewing and evaluating FPS and PRCSU and other peer services providers' fiscal,
administrative, and/or programmatic operations and activities through on-site visits and the review and analysis of provider documentation of their services and supports provided to individuals and their families.

D. Coordinating with counties, Behavioral Health Managed Care Organizations (BH-MCOs), colleges and universities, external consultants, stakeholder organizations, other OMHSAS bureaus and DHS program offices, and entities at the national level on the development of PSS, FPS, PRCSU programs, and other recovery-promoting approaches.

E. Designing and implementing PRCSU, FPS and other peer service programs statewide. The incumbent will provide consultation to providers regarding policy interpretation, management practices, planning, fiscal administration, staff development, service provision, and implementation of new initiatives; advise providers of best practices in order to improve quality of services; monitor and evaluate the use of funding appropriated to providers; and conduct on-site reviews of providers to determine that state and/or federal standards are met.

F. Promoting and coordinating the expansion of peer services through the design and development of specialized training, and workforce expansion for certified peer specialists (CPS) to develop competencies working in the areas of sexual orientation, gender identity and expression (SOGIE), older adults, youth and young adults, justice-involved individuals, supported employment/education, dual diagnosis (MH/ID), deaf individuals, crisis services and Medicaid documentation.

G. Developing and implementing peer-specific regulations which include conducting background research, drafting documents, collaborating with program offices and OHS staff, developing work plans, facilitating a statewide workgroup, following all required regulatory processes, and conducting public presentations and updates.

H. Evaluating or coordinating the evaluation of peer programs to ensure compliance with program standards and fidelity to core principles and practices.

I. Participating in the Request for Proposal (RFP) process for the procurement of and establishment of agreements for PRCSU, FPS, Compeer, and other peer-related services. Coordinate the development of grant applications and demonstration projects.

J. Administering and providing oversight of federal, state, and/or privately funded grants awarded to DHS - OMHSAS for peer-related pilot programs and activities.

K. Writing and reviewing reports, concept papers, requests for proposals, and correspondences; analyze state and federal legislation; and participate in policy development and evaluation.

L. Presenting information related to peer initiatives and other recovery-promoting practices at conferences and meetings held throughout Pennsylvania and in other states.

M. Drafting recommendations for OMHSAS' Deputy Secretary on issues related to recovery-promoting services, programs and best practices.

N. Collaborating with OMHSAS' Bureau of Quality Management and Data Review in the development and reporting of peer services goals and targets for quality purposes and as required in the Community Mental Health Services Block Grant.

0. Providing technical assistance to county partners and provider agencies on the design and development of peer service programs and other recovery-promoting services.

P. Interpreting standards and developing licensing/survey tools and protocols for peer service programs.

Q. Developing and publishing reports and presentations on various aspects ofpeer service programs and other evidence-based programs.

R. Establishing and maintaining professional working relationships with other public and private agencies to ensure the best utilization of available resources.

This position performs highly responsible professional and administrative work in the OMHSAS Bureau of Policy, Planning and Program Development. Primary responsibility includes the development, promotion, statewide implementation, and monitoring of components of PSS, PRCSU programs, FPS, Compeer programs, and other evidence-based, recovery-promoting services. The incumbent must exercise considerable independence, initiative, and judgement. Technical and problem areas are discussed with the Division Director, but day-to-day decision making is the responsibility of the incumbent. Direction, instruction and supervision are received through regular supervisory conferences, correspondence, and work plans. Performance of the incumbent is evaluated through conferences and meetings, observation of the efficiency, economy and effectiveness of practices employed, and results achieved, and the overall performance (project completeness and performance standards) in meeting stated work plans, goals and objectives.
