Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Employee is the section chief for business intelligence, analytics and reporting. Manages team members in the Conservation and Environment Delivery Center (CEDC) organization to strategically integrate, analyze and process departmental information. Data is from various internal and external automated information systems that can be used for management decision making for agency planning, performance measurement, and action plans. This section works closely with the all bureau’s in the various delivery center agencies, with program staff, and consultants on data control, data integration and cross-program decisions. This section is responsible for the design and development of internal and public reporting utilizing the Power BI Reporting Services architecture. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Employee in this position is a section chief working on the Business Intelligence, Analytics, and Reporting in CEDC-IT’s highly advanced application environment. Manages these tools and techniques to transform raw data into useful information for the business. Ensures reporting of delivery center data is accurate and reliable. Develops reports, extracts, planning, analysis, design, construction, testing, deployment, and maintenance which contribute to the data management. Performs coding according to CEDC standards and data quality. Able to utilize technologies as required: Active Server Pages (ASP.Net), Visual Studio, Microsoft Power Business Intelligence (BI), SQL Server database, Structured Query Language (T-SQL), Structured Query Language (PL/SQL), Oracle, SQL Server Reporting Services (SSRS), Power BI Reporting Services, SQL Server Integration Services (SSIS) packages, SQL Server Analysis Services (SSAS), JavaScript, Hypertext Markup Language (HTML), and Extensible Markup Language (XML). Uses Microsoft Azure DevOps for source code control, versioning, documentation, and recording time spent on tasks. Researches and resolves critical development issues that may arise. Document, create, deploy and execute data quality specific ETL jobs (address standardization and validation, email cleanups, name cleanup, parsing, etc.) utilizing SSIS, PL/SQL and other tools. Develop custom objects and rules, reference data tables and create/import/export mappings. Demonstrates proficiency in performance tuning to ensure quality and performance of ETL jobs and reports. Manages and understands technical configuration and requirements of Power BI reporting server. Advises the Data Management Division Chief and Delivery Center Chief Information Officer on strategies for information accessibility, including the determination of requirements and evaluation of tools to meet the needs. Recommending and establishing clear policies for maintenance, access, and release of department information that reflects laws and regulations. Establishing responsibility for the integrity and accountability for the privacy of data, when appropriate. Providing the leadership and coordination for integrated data analysis, including the implementation and use of business indicators and other measures of agency performance. Developing policy for the access by departmental employees and the public to high-quality and useful information on status and trends. Serving as Project Manager for large scale projects as assigned by management. Ensuring Delivery Center agencies share data and information with partners and the public in a consistent, efficient manner. Ensuring that appropriate Standard Operating Procedure Manuals and Instructions are created and maintained in order to operate all regular activities within the section. Developing data resources for the presentation of data to both internal and external users. Coordinating with agency Bureaus for the scheduling and implementing of newly released public information on the Web. Serving as Project Manager and supervisor for projects involving the design and development of reports utilizing the Power BI Reporting Services architecture and toolset. Developing metadata on all documents and data sets. Conducting the data gap/overlap analysis and championing requirements for needed changes to automated systems. Serving as the coordinator on data sharing and integration of Departmental and national information systems for performance measurement including trends and analysis. Ensuring the section adheres to the agency's Project Management Methodology. Serving as the monitor and coordinator for the agency's use of Data, Project, and Business Modeling tools and the agency's application design repository. Supervising employees in carrying out these responsibilities. Presenting briefings and presentations internally and externally on the delivery center goals and objectives. Recommends and establishes clear policies for maintenance, access, and release of departmental information that reflects laws and regulations and establishes responsibility for the integrity and accountability for the privacy of data, where appropriate. Plans, organizes and assigns work; interviews and recommends employee selection; evaluates employee performance and prepares and signs employee Performance Evaluation Reports; receives and resolves grievances and complaints; approves leave requests; Initiates disciplinary action for misconduct by employees; and evaluates training needs of subordinates and arranges for further education and training.
