Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Assists the District Materials Manager with DQA reviews and other material issues. Assists the District construction unit, as well as the District maintenance units with material related issues. Perform all duties delegated by the District Materials Manager.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Assists the District Materials Manager with reviewing asphalt mix designs, cement concrete mix designs, latex modified concrete mix designs, and field and plant Quality Control plans. Attends deck preplacement meetings, asphalt preplacement meetings, and micro surface preplacement meetings. Performs other related duties as assigned by the District Materials Manager.

Expected work results which support the goals and initiatives of the Materials Unit by monitoring all material shipped to state and municipal projects to ensure quality and reviews material test results to make sure it meets our current specifications.

Oversees inspection of cement concrete and latex modified concrete used in bridge construction and bridge preservation projects. Reviews and approves material sources for all materials used in bridge construction and bridge preservation projects to ensure all materials used in these projects meet the specification requirements and are of the best quality possible.

Winter Operations
Oversees shipments of anti-skid material, deicing materials, and bituminous cold patch material to all county maintenance stockpiles to ensure all material received meet the specification requirements.

The position also requires the completion of the following technical activities:

Complete reviews to recommend the approval of asphalt and cement concrete batch plants and aggregates quarries to supply materials for Department and Department funded projects.

Complete annual aggregate source re-qualification testing.

Complete reviews to recommend approval for job formula mix designs (JMF) in eCAMMS. Reviews plant quality control plans for asphalt and cement concrete producers.

Reviews and approves both bituminous and concrete field QC plans utilizing the PennDot Project Collaboration Center (PPCC)

Train Department and consultant inspection personnel to perform materials sampling at the materials source and on the project, and to assist in Quality Assurance Reviews at asphalt, cement concrete, and aggregate sources.

Assist in the evaluation of new materials.

Assist in performing District Quality Assurance Reviews at asphalt, cement concrete and aggregate sources when necessary.

Utilizes the appropriate sections of Pub. 408, Bulletins, PTM’s, AASHTO, and supplements to ensure plant and materials compliance.

Assist employees get registered for training classes like NECEPT and ACI, complete OST's for those employees, and follow up on registration.

Responsible for performing bituminous paving inspection reviews for District 3 Research Projects, Dashboard items, and completing all documentation. Examples: Warm mix Asphalt projects, SMA projects, fiber mat, AR-GG crumb rubber project.

The position includes the following administrative duties:

Approve payrolls, expenses, and leave requests for subordinate employees.

Establish expected performance work results, conduct quarterly performance reviews, and complete annual employee performance reviews.

Recommend training of materials related subject for Department Personnel.

Plans, assigns, prioritizes and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, approves or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches and counsels employees, and resolves problems.

Performs other related duties as required.

E. Safety:

F. Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

G. Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

H. Fair Labor Standards Act:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Assignments are made by the Assistant District Executive - Construction and/or Construction Services Engineer to the District Materials Manager (DMM). DMM makes general assignments to the Assistant District Materials Manager and area supervisors. Detailed and specific assignments with expected results are conveyed to the subordinate inspector by the area supervisor by the ADMM.
