Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position supports the Department’s strategic plan “Moving Pennsylvania Forward,” in the following areas: customer focus, safety, relationship building, maintenance first, innovation and technology, relationship building, and leadership at all levels. Performs a variety of duties associated within the Bureau of Operations (BOO). Administers the following programs: Road Weather Information System, Snow Route Planning Application, supports the development and execution of consultant agreements for the Maintenance and Technical Leadership Division (MTLD), and other related winter service activities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Under the direct supervision of the Winter Operations Section Chief: Manages the Road Weather Information System (RWIS) program, RWIS user training and analysis of the data collected through the system. Manages the Department’s Road Weather Information System (RWIS) contract for system maintenance, repair, and data services. Works with the Bureau of Planning and Research to provide oversight, data analysis, user support and management of the Snow Route Planning Application. Supports Winter Services by developing weekly winter materials tracking to include usage vs. available storage capacity and manpower availability through Business Analyzer and/or Business Warehouse. Reviews, and analyzes data contained in the weekly reports for current policy relative to salt consumption and capacity thresholds. Notifies management immediately of any potential concerns or issues. Works with the Bureau of Planning and Research to provide oversight, data analysis, user support and management of the Snow Route Planning Application. Assists with the annual collection and aggregation of winter related data for use by the Bureau of Operations, Bureau of Maintenance, and the publication of the Departments “Winter Services Guide” (PUB 628) I coordination with the Department’s Press Office and the and the Bureau of Office Services. Supports the implementation, oversight and use of the Snow Route Planning Application related to Rented Equipment and Municipal Agreements. May serve on review panels for new materials, equipment or technologies for product evaluations related to winter operations as assigned. Provides necessary training, guidance, and seminars to field personnel in order to achieve the efficient operation of new procedures, goals and standards as assigned. Assists the Winter Operations Section Chief and other section staff with the publication, revision and update of Publication (Pub) 23 - Maintenance Manual, Chapter 4 - Winter Services. Participates in and supports winter related committee and review team activities as assigned. May be tasked with supporting Area Command preparedness during activations or emergency operations to include Incident Command support through direct participation within the NIMS structure during activations. Insures situational awareness updates to Department Leadership of current status and subsequent action plans, when appropriate. Administrative and technical tasks are assigned orally and in writing. Work is reviewed through daily observations, quarterly progress reviews, and annual performance evaluations. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5-hour day. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. MS4/Green Plan Program: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. |
