Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Organizes, analyzes, interprets and evaluates all financial transactions posted to corporate ledger accounts. Emphasis includes identifying errors with the original application of transactions, removal of unused restricted credits, reapplication or sale of restricted credits, incorrectly keypunched data, missing transactions, duplicate postings, inappropriate refunds or no actions on the transfer of overpayment credit. Analyzes data edit failures and system generated work lists for compliance to programming initiatives. Provides recommendations for enhancements in order to maintain timely and accurate accounts receivable balances. Audits and evaluates the accuracy and efficiency of accounting methods and procedures to ensure compliance to Division objectives, statutory requirements or department regulations. Prepares and maintains written narratives of all division operating procedures. Subject areas include: imaging queue procedures, refund processing, journal entry processing, restricted credit rules, supplemental database procedures and collection agency fee processing. Serves as liaison to other divisions, bureaus and agencies to establish efficient and accurate workflow procedures regarding new or existing restricted credit programs. Provides recommendations to immediate supervisor to ensure reliability of the processes and the integrity of the data. Respond to inquiries from the Bureau of Enforcement and Taxpayer Assistance regarding delinquent or potentially delinquent accounts to ensure collection agency fee programming is accurate and that account referrals are timely and delinquent balances due including forecasted interest is accurate. Evaluates accounting systems and supporting databases to ensure integrity in the programming of the calculation of interest charged, penalty and other fees, option processing, collection agency fee processing and refunding. Audits system notices for accuracy and compliance to system programming. Provides recommendations to immediate supervisor or Division Chief for improvements to existing systems or for the development of new Corporation Tax systems. Audits corporation tax account ledger entries. Applies statutory requirements and Revenue regulations to the treatment of transactions and other accounting operations. Specializes in the analysis of all restricted credit transactions. This includes confirmation of original application of credits, removal of credits and sale of credits. Utilizes internal restricted credit databases as auditing tools to confirm the accuracy of restricted credit transactions posted to the corporate ledger. Maintains a knowledge base in a variety of PC software applications (i.e. Excel, Access, Power Point, lnfoimage) in order to confirm the accuracy of transactions and assist with training initiatives. Evaluates corporate accounts and provides supporting documentation in compliance to formal GAAP audit requests received from the Auditor General. Evaluates division backlogs including: POE, 0/E account maintenance, interest payable, overpayment credit transfers, field maintenance requests, etc. Provides recommendations to immediate supervisor to reduce the inventory of accounts requiring maintenance. Interprets restricted credit statutes and department regulations to taxpayers, tax credit brokers and division staff. Assists with account maintenance when special projects arise or as required to meet the operational needs of the division. Verifies Research and Development Tax Credit Program applications for granting the amount of credit to each applicant. Demonstrates a commitment to the service-oriented culture of the Department. Applies Lean thinking in day-to-day tasks. Is mindful of internal controls and risk management when changes are made to a process. Treats others equitably and adheres to diversity and inclusion requirements in the workplace. Performs other related duties as required. |

Identifies and communicates Revenue's resources that are available to taxpayers in order to promote efficient and effective taxpayer service. Identifies interest payable credit due the taxpayer resulting from reductions in tax at settlement, resettlement, or from Appeal Board decisions. |
