Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The work requires in depth knowledge of research, statistical, and program evaluation methodologies as well as extensive knowledge of the MA programs and data systems. This position is responsible for collecting, compiling, analyzing, reviewing, reporting and managing data. Position focuses on the integration of Medicare and Medicaid data to determine the effectiveness of care coordination and to identify opportunities for quality improvement for Pennsylvania's dual eligible individuals. Uses advanced statistical and program evaluation techniques to provide management staff with accurate information to be used in decision making, planning, monitoring and funding allocation for MA programs |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Money Follows the Person(MFP) data analyst. Manages complex reporting for the MFP project using SAS, PL/SQL, Electronic Data Warehouse (EDW), or other data mining applications and techniques intended to measure the accuracy of reported data, review program effectiveness and efficiencies, and identify and analyze trends. Ensure data accuracy and consistency between the identified populations, the MFP Operational Protocols and the Centers for Medicare and Medicaid Services (CMS) requirements. Directs the use the information technology tools and systems to report, analyze and present data and draw conclusions; drill down to review data at the local, county or provider level in order to make assessments across demographic and other areas related to MFP. Directs the analysis and evaluation of complex data from systems, which may involve reviewing budget information or applying mathematical, systems or statistical methods, to identify program needs, problem areas and program effectiveness, and develop and recommend program changes, supporting a seamless service delivery structure for MFP as the data analysis could involve retroactive changes to MA eligibility. Coordinate the development and maintenance of data collection and information technology systems that support program office operations with little to none-direct supervision. Make recommendations and suggest program alternatives for higher-level decision making. Use information technology tools to compile and submit mandatory reports to CMS on structure, process, output, outcomes and impact as well as benchmark information, quantitative and qualitative data, demonstration outputs and consumer outcomes. Based on data analysis, prepare and delivers formal presentations using data visualizations such as tables, graphs, and maps. Work with budget staff to compile and present to CMS financial reports on the use of all grant funds. Directly provide guidance and technical assistance to department associates, as well as county and health and human service providers, with program planning, interpreting department objectives and coordinating human services program delivery. Based on legislative, regulatory or policy revisions, review and make recommendations on modifications to program manuals and materials. Organize, analyze, and continuously improve data collection and automation related to the design and coordination of business practices and processes to ensure comprehensive monitoring of MFP data. Utilize the Enterprise Data Warehouse, Provider Reimbursement and Operations Management Information System (PROMISe), and the eCIS eligibility system. Represent the OLTL in meetings with other governmental systems staff and contractors to improve reporting quality. Actively contributes to initiatives to improve quality, performance, as well as continuous monitoring of data to support the OLTL Quality Management Strategy. Perform other related duties as required. |
