Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Oversees the all hiring and HR actions for the bureau including onboarding and the developing/maintaining/conducting orientation training. Manage, inventory and distribute computer and the other resources. Grants and reviews permissions to UCTS applications and SharePoint and works with other bureaus in the Commonwealth on UCTS staff access to their applications. Oversees lien filing with the different PA counties along with the processing of returned mail and emails. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 25% - Manages the development and implementation of orientation training for new employees. Oversees the scheduling of orientation in conjunction with onboarding and schedules orientation participation by all trainers. Plans, conducts, schedules, and assists with other training as required. Organizes a UCTS training calendar, advises trainers on the development of training materials, arranges locations, needed equipment, supplies, and assists with technical and equipment issues. 25% - Coordinates resources for the bureau including computer, equipment, furniture, and supply deployment and problem resolution. Provides first level of computer and programing troubleshooting, coordinates required computer, program, and storage drive access. Controls and assigns all UCMS roles and permissions. Coordinates with other bureaus on UCTS staff access to their applications. Manages conference room supplies and scheduling. Assists with all other resource issues as needed. Coordinates with the Bureau of Administrative Services for any maintenance and repair issues. Assists with coordination of construction, major repairs, installation, and moving. 25% - Coordinates all human resource (HR) actions for the bureau. Serves as bureau liaison with HR for all HR actions including onboarding. Enters and coordinates all hiring actions in the NeoGov system and coordinates all steps of the hiring process with management and supervisors. Assists supervisors with any hiring or onboarding questions to ensure all HR and Equal Opportunity guidelines are met. Inputs all E-par actions in the HR system. Collects and submits all documentation for hiring and submits to HR. Tracks ongoing HR actions and prepares reports for bureau management. Arranges all needs for onboarding including computer access, programs, badging, and orientation. Leads a quarterly review of Commonwealth staff access to UCMS. 5% - Oversees the lien filing process to ensure liens identified by the Central Operations Division are filed timely and accurately with appropriate County prothonotary. 5% - Oversees the review and processing of paper mail returned by USPS and undeliverable emails from UCMS communications to employers. 5% - Maintains library of completed procedure manuals for UCTS. Assists with preparation of all manuals. Formats and publishes all completed or updated manuals and sends communications to all staff regarding publishing or updates. Maintains calendar and requests updates to keep manuals current. Coordinates and participates in manual update meetings and related communications. 5% - Coordinates safety and emergency evacuation teams and information, maintains official first aid, safety, and emergency information. Assists with preparation of emergency contact lists and the bureau COOP. Attends emergency evacuation and safety committee meetings as needed. Is the UCTS liaison with Fire Chief, safety committee, and BAS to address any issues. 5% - Supervisory duties (leads, coaches, trains, complete employee performance evaluations, approve leave requests, etc.) for subordinate Administrative Officer 2 and Administrative Officer 1 positions in the Resource Management Unit. Other related duties as assigned. This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment.
