Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The Pennsylvania Department of Environmental Protection (DEP) Air Quality Program Specialist assists in developing regulations and state implementation plan revisions for national ambient air quality standards. The standards include lead, sulfur dioxide, ozone, fine particulate matter less than 2.5 micrometers and nitrogen dioxide. The work will involve making recommendations to management in the Air Resource Management Division of the Bureau of Air Quality and legal staff in the Office of Chief Counsel. Recommendations will be consistent with interpretations of applicable Federal and State laws, rules, regulations, policies, procedures, and court decisions related to the implementation of the Clean Air Act, the Pennsylvania Air Pollution Control Act and regulations adopted under the acts.

This is a Job Share position working 37.5 hours per pay period. It is shared with Clifford Jarret who also works37.5 hours per pay period.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

1. Develops, coordinates and processes new and revised regulations as assigned for consideration by the Environmental Quality Board. Prepares and coordinates state implementation plan revisions as assigned for submission to the U.S. Environmental Protection Agency (EPA) for approval. The air quality program specialist in this position also reviews and develops non-regulatory state implementation plan revisions, as needed, or directed by management for EPA approval.

2. Assists in developing and evaluating potential control strategies for attainment and maintenance of all the National Ambient Air Quality Standards including ozone, sulfur dioxide, and particulate matter less than 2.5 micrometers. This task includes the evaluation of the technical feasibility, economic impact and emission reduction potential of control strategies to assure compliance with the Clean Air Act and Air Pollution Control Act.

3. Provides review and assistance in developing state implementation plan revisions, updating maintenance plans, coordinating the Allegheny County Health Department and City of Philadelphia on regulatory state implementation plans for submittal to EPA.

4. Coordinates work with air program staff in central and regional offices, legal staff and environmental coordination staff as appropriate, other Commonwealth agencies, and EPA staff during the development d implementation of SIP revisions or regulations. Consults with representatives of industry, academia, and private citizens, as needed. Also, serves as an Air Quality liaison in dealings with other Commonwealth agencies, as assigned.

5. Assists in developing and processing state implementation plan revisions for submittal to EPA following the Secretary's concurrence and signature. Assists in scheduling and holding public hearings, preparing, processing, and submitting correspondence and state implementation plan packages to EPA.

6. Assist in developing designation recommendations, in consultation with modeling staff, for new National Ambient Air Quality Standards.

7. Prepares letters, memoranda, reports, guidance, briefing materials, and correspondence for consideration by management.

8. Prepares and makes oral presentations to exchange information with technical and regional staff, industry, governmental officials, advisory committees, and the general public. Provides presentations or technical support during public meetings and hearings on proposed rulemakings and state implementation plan revisions, as assigned.

9. Assists in research and develops proposed policy and guidance related to implementation of regulatory requirements in accordance with applicable federal and state laws, regulations and guidance documents, policies and procedures issued by EPA or the Commonwealth. The employee also assists in research to determine the technical and economic feasibility of regulatory strategies necessary to implement requirements of the federal Clean Air Act, the Pennsylvania Air Pollution Control Act and regulations adopted under these acts.

10. Maintains professional knowledge of all relevant air quality topics and issues. Conducts research, prepares briefing materials, and makes recommendations regarding these topics. issues.

11. Participates in and attends training programs and meetings as required to maintain the necessary Knowledge, skills, and abilities needed to perform assigned duties.

12. Provides technical, editing and other administrative support for and assists in administering the EP's regulatory and state implementation plan programs and procedures.

13. Provides technical assistance to the DEP's legal staff, when necessary. Reviews legal documents (i.e., Consent Decrees and Court decisions) to determine program impacts.

14. Serves as the liaison between EPA Region 3 Air Protection Division staff and DEP, as appropriate, to ensure that state implementation plan revisions submitted to EPA for approval are administratively and technically complete.

15. Participates in committee activities for regional and national organizations, including the Ozone Transport Commission, the Mid Atlantic Northeast Visibility Union, the Mid Atlantic Regional Air Management Association, and National Association of Clean Air Agencies, involved in the Development of control measures to reduce air pollution.

Input appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Decision Making:

Projects are discussed conceptually before significant effort is expended and managed with minimal supervision. Procedural and project related questions, problems, and issues are identified, researched, and addressed by the Air Quality Program Specialist's own initiative. The Environmental Group Manager and other Bureau or DEP personnel are consulted when necessary for guidance on complex issues and matters of policy. Projects of long duration are reviewed periodically by the Environmental Group Manager during the course of the project. Project-related status reports are made to the Environmental Group Manager or other staff upon request or as necessary.

Policy recommendations made by the technical staff are discussed with the Environmental Group Manager and Environmental Program Manager prior to seeking the Bureau Director's concurrence. Other assignments are given by the Environmental Group Manager with general instructions and are reviewed for compliance with DEP policy, program effectiveness and adequacy of results.

Decisions that impact other Divisions within the Bureau, other Bureaus or regional offices within the EP or federal, state, and local agencies are require the Bureau Director's concurrence.
