Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The incumbent in this job is responsible for planning, directing, controlling, and implementing the Commonwealth’s most complex infrastructure modernization efforts, with full accountability for managing initiatives from planning through implementation in accordance with established project management and governance methodologies. Modernization efforts typically include eliminating end-of-life hardware and software, migrating systems and platforms to cloud-based environments, modernizing hosting and network architectures, and procuring vendor services and tools. The work involves developing and managing integrated modernization plans, defining scope, schedules, budgets, and resource needs, and coordinating internal IT teams and external vendors. The employee manages risks, issues, and dependencies while ensuring operational readiness and workforce capability as systems transition to modern platforms. These initiatives are generally high-risk, high-impact, and long-duration, involving multiple agencies, delivery centers, and technical domains.

Description of Duties:

Oversees infrastructure modernization initiatives of the highest complexity and sensitivity.

Plans, coordinates, and oversees efforts to identify and remediate end-of-life infrastructure, including hardware, operating systems, platforms, and supporting technologies.

Develops and maintains comprehensive modernization roadmaps and transition plans aligned with enterprise strategy.

Plans and manages cloud migration initiatives, including assessment, sequencing, execution, and validation of migrated systems.

Develops and adjusts estimates for all phases of modernization initiatives, including assessment, planning, design, migration, testing, and stabilization.

Ensures modernization plans are reviewed and approved by appropriate stakeholders and governance bodies.

Defines, manages, and controls modernization scope and documents approved changes.

Manages schedules, milestones, and dependencies across multiple infrastructure and application teams.

Coordinates and oversees procurement of modernization services, cloud platforms, tools, and vendor support.

Ensures vendor performance aligns with contractual expectations, timelines, and quality standards.

Manages modernization budgets and ensures adherence to approved funding.

Identifies modernization risks, prepares risk mitigation strategies, and executes contingency actions.

Develops and executes communications and change coordination plans related to infrastructure transitions.

Coordinates training, knowledge transfer, and enablement activities to prepare internal staff to operate and support modernized environments.

Develops, documents, and reports on modernization metrics, including progress, risk, cost, and readiness indicators.

Prepares status reports and briefings for executive leadership, stakeholders, and governance boards.

Plans, organizes, prioritizes, and manages multiple concurrent modernization efforts.

Ensures operational readiness and transition to steady-state support upon completion of modernization activities.

Builds and maintains effective working relationships with technical teams, program leaders, vendors, and stakeholders.

Travel as required, including overnight stays.

Performs other related duties.

This role is distinguished from general IT infrastructure positions by responsibility for managing enterprise-scale modernization change across technology, operations, vendors, and workforce capabilities. Work is performed independently within established governance structures and is reviewed by higher-level management for adherence to modernization objectives, timelines, and outcomes.
