Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs technical professional work in the field of aquatic biology. Identifies and delineates wetlands, including the identification of hydrophytic plant species, hydric soils, and hydrology indicators. Conducts inspections of water obstructions and encroachments permitted under the Chapters 105 and 106 regulations, and those under construction, for compliance with permit requirements and the rules and regulations. Prepares detailed and timely written inspection reports on the current conditions, status, and progress of permitted activities. Accurately enters inspection information into eFACTS. Investigates complaints or case referrals, as assigned, regarding water obstructions and encroachments, earth disturbance activities, and wetland impacts. Identifies violations of the rules and regulations. Provides technical assistance and recommends compliance actions to remedy violations. Prepares investigation reports, correspondence, and other documents needed to follow up to a complaint investigation. Accurately enters complaint investigation information into CTS. Independently conducts technical review of permit applications and waiver requests under the Chapter 105 Regulations. Work includes: • Conducting environmental analyses to provide technical input on permit applications that impact waterways and wetlands. • Developing the Record of Decision and recommendation to issue or deny a permit. • Coordinating with the Program’s Engineers on wetland and stream impacts. • Reviewing wetland, stream, and aquatic ecosystem mitigation plans in conjunction with permit applications and monitoring compliance with plans. • Reviewing 401 Water Quality Certifications requests. • Reviewing and issuing Emergency Permits. • Preparing or providing input into technical deficiency letters. Reviews monitoring and mitigation plans for wetland, stream, and ecosystem impacts. Provides technical assistance to County Conservation District staff on Chapter 105 regulated activities for permitted and non-permitted sites. Provides technical expertise to agency staff, other agencies, local officials, partner organizations, and the public on departmental policies and environmental impact. Participates in flood disaster activities, as requested, that may include short-term assignments to the field under state or federal emergency preparedness programs. Complies with established policies and technical and administrative Standard Operating Procedures. Attends meetings to communicate to the public, government officials, consultants, permit applicants, and others in the Department. Conducts or participates in field work within the fourteen (14) county Northwest Region. Participation in meetings or training that require overnight travel. Testifies as witness in enforcement cases before District Magistrates, the Environmental Hearing Board, Commonwealth Court, or other formal court proceedings. Perform other job-related duties as requested by the Operations Section Chief, Permitting Section Chief, or Program Manager. Promotes the Department's mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized. |
