Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The incumbent in this position leads the Commonwealth’s enterprise Project Management Office (PMO) and provides enterprise-wide leadership for portfolio, project, and program management standards, governance, training, and communities of practice across a large, matrixed organization. The role serves as a senior advisor and consultant to executive leadership, agency heads, and delivery center leadership on project delivery, portfolio health, investment prioritization, and organizational maturity. Responsibilities include establishing and maintaining best practices for project, program, and portfolio management; integrating project management practices across agencies and IT delivery centers; and developing and overseeing training and enablement programs. The employee also leads communities of practice to improve consistency, transparency, and outcomes across the Commonwealth. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Leads and manages the Commonwealth’s enterprise Project Management Office, including staff, programs, and resources. Establishes and maintains enterprise-wide project, program, and portfolio management frameworks, methodologies, standards, tools, and governance processes. Develops and oversees enterprise portfolio management practices, including intake, prioritization, sequencing, capacity planning, dependency management, and performance reporting. Advises executive leadership on portfolio health, delivery risks, tradeoffs, and investment decisions. Integrates project and portfolio management practices across agencies, delivery centers, and business units in a matrixed organizational structure. Develops and implements policies, procedures, templates, and documentation to support consistent and effective project delivery across the Commonwealth. Leads the design and delivery of training, onboarding, and professional development programs for project managers, program managers, product managers, and sponsors. Establishes, facilitates, and leads enterprise-wide communities of practice for project, program, and portfolio management. Serves as a consultant and escalation point for complex, high-risk, or high-visibility initiatives. Defines and monitors performance metrics, dashboards, and reporting to measure delivery effectiveness, maturity, and outcomes. Partners with business, IT, finance, procurement, and governance stakeholders to align project delivery with strategic objectives. Supervises and evaluates professional and managerial staff; performs the full range of supervisory duties. Participate in the performance of subordinates’ work consistent with operational or organizational requirements. Travel as required, including overnight stays. Performs related work as required. |
