Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Supervises contract environmental review positions within the Natural Heritage Section and assists with the management and oversight of the PA Conservation Explorer (PACE) environmental review tool, assists with resolving PNDI (Pennsylvania Natural Diversity Inventory) receipt payment issues, and assists with the management of content on the PA Natural Heritage Program (PNHP) web pages. DCNR has jurisdictional responsibility for native wild plants in Pennsylvania, and this position oversees staff performing environmental reviews for potential impacts to PA-rare, threatened, and endangered plants. This position works closely with agencies on resolving environmental review issues. Provides and coordinates outreach, communications and training to the Bureau, Department and public on the PACE tool and environmental review process. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Provides statewide management of the DCNR environmental review program which includes providing program direction, working with DCNR and other partner agency environmental review staff, identifies and finds solutions to programmatic environmental review issues as they arise. Provides oversight and approval for DCNR PNDI review responses. Coordinates periodic environmental review meetings with staff from partner agencies, to discuss and resolve outstanding issues concerning environmental review information and the PACE tool requiring partner agency input. Serves as liaison with Department of Environmental Protection regarding environmental review issues or the DEP PNDI Policy updates. Provides expertise, vision and direction for the development of content on the PACE Tool and the PNHP website and coordinates with PNHP partners to solicit content and links for the website. Coordinates the update and maintenance of the PACE environmental review screening tool. Provide environmental review expertise to Bureau of Forestry, DCNR, other agencies and the public including consultations, trainings, presentations, and workshops. Provide botanical and ecological expertise by performing environmental reviews as needed to ensure DCNR response time targets are met. Coordinate the upgrade and maintenance of the PNHP website. Develop and coordinate goals, objectives, priorities, resource needs to improve the PNHP website. • Work in cooperation with the DCNR PNHP staff, partner agencies and Conservation and Environment Delivery Center – Information Technology (CEDC-IT) to develop goals, objectives and priorities for website. • Coordinate development of new and updated web site content. • Coordinate website upgrades and maintenance with PNHP GIS/website manager. Provide support and resources for staff managing the Wild Plant Sanctuary Program. Provide expertise for the development of plant listing proposals as needed. Provide expertise for other PNHP, Section, and Division programs and initiatives as required. Attend and participate in appropriate committees, conferences and training programs to improve ecological and environmental review expertise and understanding of upcoming issues. May participate in field work to assist other staff as requested or needed. Other duties as assigned by supervisor. |
