This position is integral to the daily operations and maintenance of the Fort Indiantown Gap Wastewater Treatment Plant (WWTP) in Area 4. This role is responsible for monitoring plant processes, operating equipment, and performing routine maintenance and repairs to ensure the facility functions efficiently and safely. Key duties will include conducting water quality sampling, analyzing data, and making necessary adjustments to ensure all treated effluent meets or exceeds stringent environmental regulatory standards. This position is vital for protecting public health and the environment, supporting the overall mission of Fort Indiantown Gap through reliable and compliant wastewater management. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Operates a Sequential Batch Reactor (SBR) WWTP, including various Sewage Lift Stations located throughout Fort Indiantown Gap and adjacent municipalities that are connected. Operates, maintains, and repairs motors, pumps, compressors, valves, filters, Ultra-Violet Disinfection systems, digesters, SBR units, aerators, grit removers, bar screens, bar screen washers, and other related WWTP equipment, including both Post E.Q. and Storm Retention Basins. The employee completes work orders as issued by the WWTP Supervisor and fulfills all requirements in each. Enters maintenance items completed from Work Orders into the WWTP PC Maintenance Program. Submits Completed Work Orders to WWTP Supervisor for validation. Performs sampling and laboratory analysis of pH, settleable solids, mixed liquid suspended solids, total dissolved and volatile solids, dissolved oxygen, temperature, alkalinity, ammonia nitrogen, nitrate – N, Nitrite – N, turbidity, Phosphorus, Total Sludge Cake Solids and other associated WWTP Laboratory testing and follows and obeys guide of Laboratory SOP and Quality Manual assigned to each Operator. Signs each lab report after completion and submits it to the supervisor for validation before recording. Cleans and returns all lab dishware to storage after each use. All Liquid and Powder Reagents must be kept replenished after each use and stored in proper areas. The Lab itself must be kept in a safe, clean, and professionally organized manner, and all replenishments must be requisitioned through the WWTP Supervisor. Reads meters and records daily flow and records numerals into a daily log. Maintains and records a daily logbook on all activities. Make necessary adjustments to keep the WWTP facilities in U.S. Environmental Protection Agency (EPA) & PA Department of Environmental Protection (DEP) National Pollutant Discharge Elimination System (NPDES) permit compliance. Ensures compliance with DEP and EPA Rules and Regulations, including emergency response governing wastewater treatment operations. Utilizes applied mathematical formulas to calculate detention time, tank volume, PSI, pump horsepower, velocity, pounds per gallon, and other associated WWTP Formulas, as well as other formulas listed in Wastewater and Water Reference Manuals. Records volumes of Chemicals and Parts and or Supplies needed for repair and operation, and requisitions through the WWTP Supervisor for adequate supply of treatment materials and required parts, as well as Chemicals for Operation. Operates an NPDES Permitted 1 Million Gallon per Day (MGD) SBR Activated Sludge Plant rated at 3.3 MGD with a Storm Operation rate of 5.3 MGD. Makes Changes for WWTP Operations to Storm Operations in an expedited manner to attempt to prevent overflows. Must maintain, demonstrate, and show continuous knowledge as well as prophecy in this area. Completes a Storm Operation Flow Report during storm periods and documents WWTP Operations and Overflows at the Influent Section of WWTP. Signs and submits each report to the Supervisor for validation before recording. Arranges for an outside Laboratory to obtain Prescribed Laboratory Samples onsite during Storm Overflows. Checks prescribed manholes for overflows and records each. Maintains knowledge of the WWTP SCADA System. Work all shifts on a reasonable rotational basis for on-site emergencies, call-ins, and required overtime to include storm operations to prevent overflows on a reasonable manner. Works mandatory overtime if no one else is available and the supervisor deems it necessary during a storm or an emergency. Maintains a valid license from the PA Dept of Environmental Protection for (SBR) Activated Sludge Plant operation. Applies for and attends outside training sessions and correspondence courses for license renewal. Maintains and operates a Rotary Ring Screw Sludge Press and produces a sludge cake in an environmentally highest quality manner for landfill disposal. This position requires a CDL Class B license with tanker endorsement to operate a jet vac truck performing various sewer operations, pipe flushing, septic tank pump outs, utility locates, etc. Attends all required safety meetings and complies with all Federal OSHA and State Safety Laws, including all internal Safety PIMs. Wears and uses all protection gear. Uses all equipment associated professionally and safely and follows all prescribed safety rules in effect. Assists in keeping the WWTP, Pumping Stations (Interior & Exterior), and all equipment in a clean and sanitary manner. Performs landscaping relevant to the WWTP and Pump Stations throughout the Wastewater System on Fort Indiantown Gap. Keeps up to date on all required immunizations to prevent tetanus, diphtheria, and waterborne diseases. Complies with NPDES permit standards, including requirements for Chesapeake Bay Loading of Total Phosphorus and Total Nitrogen on a yearly loading limit. Enter items into eDMR DEP Greenport Program for Monthly and Annual NPDES Permit Requirements and assist WWTP Supervisor in electronic submission. Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports the same to the supervisor. Performs other related duties as required. *Position requires a Class C, E Subclass 1,4 Wastewater System Operator Certification from PA DEP. **Must obtain a Class B Commercial Driver's License, Air Brake Restriction removed within one year of employment, and maintain throughout employment** **Must possess a valid federal or state-issued photo ID and pass a favorable NCIC screening for admittance to Fort Indiantown Gap.** |
