Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is responsible for the timely and accurate processing of employer registration documents received through Unemployment Compensation Management System (UCMS), RegNet/Internet systems, and paper submissions. The Registration unit also maintains external customer records by executing updates requested for the UCMS. Accurate processing directly supports the Office of UC Tax Services’ mass notifications (including annual UC contribution tax rates) and ensures reliable data for internal stakeholders. Customer contact is initiated as needed to resolve discrepancies or obtain missing information.

45% – Registration Processing

Reviews and processes UCMS registration tasks to establish new accounts or update existing records. Verify completeness and accuracy of registration documents, with attention to mandatory determinations and predecessor/successor relationships. Correct or supplement submitted information and determine appropriate processing actions. Contact employers or UCTS staff when additional information is required.

Evaluates matched records to determine whether the submission is a duplicate or a distinct entity. If not a duplicate, the employee further examines the data to identify any relationship between entities and updates records accordingly.

30% – Compliance Actions

Performs compliance actions related to PA UC Law pertaining to Civil Assessments for missing/incomplete registrations, and liability inquiries from employers and third-party administrators. Communicate through written correspondence and by telephone.

Issues determinations related to employer/employee relationships, experience record transfers, and reserve account balance transfers.

Prepares formal correspondence to employers regarding Pennsylvania UC coverage issues, ensuring clarity, accuracy, and compliance with statutory requirements.

Identifies potentially liable businesses through an electronic data feed from the Office of Administration. Data that fails with business rules or system validations generates tasks requiring review.

Evaluates the source data and attachments to identify the cause of the failure and performs corrective actions, including customer contact and data correction.

Determines employer compliance with the Pennsylvania Unemployment Compensation Law for entities operating both within and outside Pennsylvania.

15% - Account Maintenance

Processes requests from employers, UCTS staff, and other Department units to update UC account information (e.g., address changes, name changes, account activation/inactivation, ownership updates, FEIN corrections, acquisitions, or linking registrations to existing accounts).

5% – Reporting

Prepares daily and weekly production reports documenting non–task generated completed actions.

5% – Other Duties

Performs related duties as assigned.

This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 which requires you to pass an enhanced background check prior to beginning employment and a reinvestigation within five years of the previous background investigation with continued employment. As an employee of a state agency who works with FTI, you are responsible for protecting this critical information.

The position has significant responsibility for making UC coverage determinations. Duties are performed independently within UCMS. Most work is initiated through system generated tasks, with additional actions triggered by customer inquiries or required follow up.
