Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Responsible for construction inspection in the County Highway Occupancy Permit Office in accordance with Department Regulations, policies and procedures relating to the review and issuance of highway occupancy permits. Inspects the placement of materials such as cement concrete, bituminous concrete, drainage materials and all applicable materials. Assists with checking grades, elevations, structure stake-out and roadway stake-out with contractor/surveyor. Provides compaction testing (visual non-movement method) of sub-surface strata, soils, aggregate, etc. Explains to customers and ensures compliance with Department Chapters 441 and 459 regulations, policies, design &construction standards, specifications, testing procedures and forms pertaining to the highway occupancy permit program. Interpret plans, standards and specifications submitted by applicants and their engineers, architects or consultants for all types of highway construction; ability to determine conditions requiring assistance or approval of other Department engineering or legal personnel; ability to work with plans in the field construction environment. Research existing construction plans to determine legal right-of-way widths. Requires thorough knowledge of, ability to explain to customers, and ability to utilize the Department’s systems of roadway identification (SR-Segment-Offset). Independently plan and organize work to complete assigned responsibilities within time frames prescribed by laws and policies. Identifies violations of specific sections of applicable state laws and regulations in order to issue Departmental Citation Form (M-945C) to document violations. Prescribes corrective action which may include an order to stop permit work and/or annul the permit in a tactful, nondiscriminatory and legally defensible manner. Attends hearings as required and provides testimony for the Department. Assigned to verify that ongoing and completed permitted work is performed in compliance with applicable Department regulations (i.e., Chapters 459, 441, 213) as well as any special permit conditions that apply on a particular permit. Verifies that only permitted work is performed within the right-of-way and that all permitted work is in compliance with the permit. Documents permit work and daily activities in field inspector’s diary. Maintains all required records and files. Assigned to perform spot inspection of (non-reimbursable) permit work as required to verify that work is performed in compliance with the permit and Department regulations. Ensures that permittee and contractor plans are consistent with permit plans; ensures that any required security and insurance documents are valid and at the work site. Conducts field views of permitted work to verify completeness in accordance with the permit and Department regulations. Either documents acceptance of the work or notifies supervisor and/or permittee of deficiencies. May be assigned to attend pre-bid and reconstruction meetings, with township, borough, and utility officials and their engineers and contractors to interpret and explain Department specifications relative to their proposed projects, including work zone traffic control, backfill material, required backfill compaction, highway restoration (including roadway pavements and shoulders) and public safety. May be assigned to attend semifinal restoration, and final inspection and any other meetings to represent the Department’s interests, requirements, regulations and identifies potential problems. Assigned to perform independent field reviews of applications, including verifying conformance with Department regulations, design criteria and policies. Independently determines whether facility or access location meets minimum requirements. (e.g., sight distance measurements, guiderail deflection distances, pole setbacks). Verifies available and required sight distances through independent field measurements of highway grades, highway safe operating speeds in unposted areas, and maximum sight-line distances. Identifies potential drainage needs associated with minimum use driveway permit reviews and assesses effect on highway drainage and other landowners’ access and drainage. Verify existing roadway conditions prior to start of work, particularly on major permit projects. Reviews applications, plans, specifications, drawings, reports, correspondence, or other documentation submitted by consulting engineers, public and municipal utilities for all subsurface utility work, such as water, sewer, gas and other subsurface facilities, to ensure that all proposed work is in accordance with Department regulations and policies and is not detrimental to the safety of the public or the structural integrity of the highway and its appurtenances. Negotiates alternate locations for existing and proposed facilities with permit applicants to minimize disturbances to the improved area of the right-of-way and optimize public safety. Reviews sites for proposed access for minimum-use, low-volume, medium-volume and high-volume driveways and local roads. May be assigned to review applications and plans for completeness and accuracy. Returns applications for revision or correction of any noted deficiencies. Verifies that applicable permit fees are assessed. May be assigned to meet with local planning board members, zoning officials, borough and township officials, to provide technical advice and knowledge regarding access for subdivision proposals, shopping centers, malls, developments and other projects involving Department right-of-way. Reviews complaints with County Maintenance personnel relating to utility work or driveway work associated with a hazard or drainage problem. Deals directly with the utility or property owner and county manager or assistant in resolving these problems. This may involve on-site inspection and personal contact with the property owner to explain the repairs that are needed. Monitors permit projects for compliance Work Zone Traffic Control (Publication 213) regulations. Performs other related duties as required. Safety: 1. Promote a CULTURE that emphasizes SAFETY as a core value: -Immediately stop any unsafe actions. -Incorporate safety into all discussions, deliberations, and decisions. -Continuously communicate the safety direction. -Inspire employees to be a MODEL for safety. -Encourage and support safety initiatives and programs by participating and involving staff. -Recognize safety daily. -Acknowledge EXTRAORDINARY achievements. -Learn and improve through After-Action Reviews (AAR’s) -Enforce accountability. Department Green Plan Policy: As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, all Construction Inspection Employee, Manager & Supervisor and Maintenance Employee, Manager & Supervisor PD’s must include the following statement: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
