Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Incumbent performs a variety of professional liaison, advisory, and promotional duties for the Engineering District Office and County Maintenance Organizations.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Working with the Press Officer, develops and coordinates community outreach program. Organizes and coordinates events with communities including but not limited to: schools districts, community groups, municipalities, transportation partners, etc. Performs community and media outreach efforts for litter prevention. Works with district and Central Office staff to update and compile information for communication tools such as Doing Business with PennDOT.

Facilitates media, customer issues, assists and plans District media events, conducts media interviews, and prepares and distributes press releases for relevant topic areas within job duties. Develops messages and informational materials for internal, stakeholder, legislative, public, and media customers regarding department initiatives and projects.

Assists and backs up the Press Officer (CRC2) during routine operations and during times of emergency by coordinating communications efforts with PEMA/PennDOT Central Communications Office.

Compiles and distributes the District “Progress Report”, an external newsletter on a regular basis. Researches and writes articles for inclusion in District and Statewide publications such as Follow the DOT and Progress Report.

Posts releases and other content updates to district or department websites or works with department digital staff to do so, as needed. Working with district and department digital staff, coordinates materials and information for Virtual Plans Displays for district webpage.

Coordinates customer inquiries. Researches and responds to concerns as appropriate. Serves as a Customer Care Center (CCC) Administrator to include assisting with facilitation of public submissions and coordinating with Department staff. Develops and maintains customer service guide with Frequently Asked Questions (FAQ).

Assists in maintaining contact with area legislators' offices to keep them informed of project status and transportation developments in their districts.

Assists in coordinating ceremonies such as ribbon cuttings and groundbreakings for the District.

Posts updates and responds to comments on department social-media channels, or works with department digital staff to do so, as needed.

Maintains a roster of District speakers for presenting programs to service, social, and community organizations on a variety of transportation-related programs and issues; prepares publicity programs, newspaper advertisements, and other media forms (e.g. posters) used in community participation programs; coordinates with district project personnel to schedule public meetings and/or hearings and may attend as a Department representative.

Assists in developing and coordinating special community involvement programs for major transportation projects where significant or controversial community effects are likely to occur; works closely with district technical personnel to evaluate the impact of transportation projects on the local community, on mass media relations, and on local public official relations; and develops methods to effectively present this project information to these interested parties.

Works with Office of Administration (OA) Talent Acquisition Recruiters to organize/attend Recruitment events. Organizes or assists with open house events as requested by management to promote positive community image of PennDOT and District 12, as well as to promote interest in employment with PennDOT.

Manages the internal district digital display program. Works with district and county offices to provide and update internal digital communication displays.

Right to Know Law: Serves as backup RTKL Coordinator for District 12.

Assists in scheduling and coordinating reception desk coverage.

Working with the Program Analyst 3, helps coordinate District internal and external surveys. Performs other related duties as directed by the Program Analyst 3.

Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.
