Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as the Assistant Construction Manager responsible for planning, coordinating, and inspecting all construction, materials, and workmanship on assigned projects for Engineering District.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Manages a staff whose responsibility is to ensure that contractors and consultants comply with plans, specifications, and quality standards. Performs supervision of work through planning, designing, and construction of quality projects on time and within budget. Monitors project costs through all phases of construction. Ensures construction on all projects managed is in accordance with contract requirements and plan specifications. Determines most effective methods for deploying Department force and consultant personnel to cover all assigned construction projects.

Provides oversight of all assigned construction projects to ensure projects are constructed in accordance with specifications and standards. Coordinates and communicates with engineers and technicians from the Federal Highway Administration (FHWA), environmental agencies, Pennsylvania Turnpike, and other business partners. Coordinates with Design and Maintenance personnel both to resolve construction project issues before they arise and as they occur in the field.

Makes field decisions to alter plans, quantities, methods of work and construction completion dates. Interprets project designs and plans and provides technical guidance to resolve discrepancies and ensure project work is completed as intended.

Oversees project documentation, material control and acceptance, contractor and consultant payments, project closeout procedures, semi-final inspections, and project acceptance. Resolves contractor disputes when possible and participates in claim meetings and pre-claim meetings when disputes cannot be amicably resolved.

Resolves problems involving location or design changes on projects involving the most complex projects and provides professional guidance and assistance to resolve technical problems encountered.

Supports Schedule Reviewer in contract scheduling and issues arising due to delays from any of the above issues. Support Constructability Review Manager and participate in constructability reviews/meetings as required.

Provides necessary administrative and technical decision makings to efficiently manage the workforce based on personnel availability and workload. Reviews, as required, project documentation for the inclusion of pertinent information, reviews and approves estimates, work orders, time extensions, payrolls, and other project related submittals.

Maintains project records on funds expended and percentage of job completions; prepares routine and special correspondence and reports associated with assigned project responsibilities.

Plans, assigns, prioritizes, and evaluates work of subordinates. Interviews and selects employees, evaluates employee performance, approves, or disapproves leave requests, initiates disciplinary action, determines subordinate training needs, coaches, and counsels employees, and resolves problems.

Attends environmental training as required and demonstrate /implement sound environmental practices.

Succession Planning:
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Fair Labor Standards Act:
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

Resolves the most difficult and complicated issues on the most complex construction projects and provides professional guidance and assistance to resolve technical and engineering problems encountered. Determines and evaluates the effectiveness of subordinates in carrying out planned activities and takes corrective action where necessary to ensure objectives are met. Evaluates the skill level of the subordinate staff and makes recommendations on required training and opportunities for overall performance improvement.

Essential Functions

 8. Operate a motor vehicle to travel to project sites to coordinate field design changes and assist in resolving the most difficult problems.
 9. Tolerate exposure to noise, outdoors, adverse weather conditions, various plants and insects, and chemicals within Safety Data Sheet (SDS) limits.
