The incumbent in this position serves as the manager and owner of two critical processes within the Conservation and Environment Delivery Center (CEDC): IT product and service procurement and IT policy exception management, reporting directly to the Business and Service Management Director. The position provides strategic leadership and operational oversight to ensure these processes are clearly defined, consistently implemented, and continually improved across the delivery center, enabling efficient acquisition of technology solutions, effective governance of policy exceptions, and alignment with organizational standards. By maintaining strong process discipline and collaborating closely with project teams, service owners, and customers, the employee helps ensure that CEDC delivers high-quality projects and services on time, within scope, and in alignment with customer expectations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Leads and owns the delivery center’s IT product and service procurement management process and IT policy exception management process, serving as the primary consultant and subject matter expert for both areas. Designs, documents, implements, and maintains the delivery center’s procurement and policy exception processes to ensure alignment with enterprise IT strategies, policies, and governance requirements. Develops and maintains performance metrics and evaluates process effectiveness, including monitoring key performance indicators to ensure IT services are efficient, compliant, and supportive of program needs. Collaborates with project managers, IT staff, and program staff to integrate these processes into project planning, mitigate risks, and ensure effective coordination of IT services. Promotes and facilitates adoption of the processes across the delivery center by preparing documentation, delivering presentations, providing consulting support, and developing educational and training materials. Coordinates and leads stakeholder meetings to evaluate the effectiveness of IT procurement and policy exception processes, identify gaps, and recommend improvements. Develops, maintains, and evaluates training materials to support enterprise standards and improve staff understanding of procurement requirements and IT policy compliance. Conducts process audits to ensure adherence to IT governance, policy, and service management expectations. Performs gap analyses to identify opportunities for process improvement and to support the integration of new or revised technologies and enterprise IT directives. Serves as the delivery center’s decision making authority and technical expert on process requirements, implementation approaches, and compliance expectations. Stays current on enterprise level procurement policies, IT governance directives, and statewide IT standards, and communicates changes to agency and delivery center staff. Develops and implements strategies for managing IT procurement projects and requests throughout the delivery center, ensuring alignment with enterprise IT service objectives and governance requirements. Applies structured planning practices including procurement timelines, solicitation development, and subject matter expert (SME) committee coordination to support effective acquisition of IT solutions. Directs and oversees IT procurement activities throughout the lifecycle, ensuring compliance with statewide policies and facilitating coordination with IT, program, legal, and procurement offices. Advises and guides agency staff on IT procurement best practices, governance requirements, and integration of new or revised IT technologies into procurement activities. Supports agencies by facilitating SME reviews, responding to supplier questions, and coordinating legal and technical evaluations of solicitation materials. Creates, evaluates, and tracks enterprise-level procurement submissions including IT waivers, investment requests, and vendor risk review approvals. Reviews solicitation documents for alignment with enterprise IT standards and ensures appropriate incorporation of policy, security, and architectural requirements. Serves as the liaison for complex procurement requests requiring coordination across multiple delivery center areas, resolving issues, and ensuring consistent application of IT standards. Acts as project manager for high priority procurement efforts, coordinating delivery center resources, establishing timelines, and reporting status updates to stakeholders. Maintains the procurement SharePoint site and ensures accuracy of posted policy updates, guidance, templates, and documentation. Develops and implements strategies for managing IT policy exception processes to support enterprise governance, risk, and compliance activities across the delivery center. Serves as a resource for IT governance, risk management, and compliance, advising staff on the implications of statewide IT policies and enterprise standards. Applies structured planning practices to manage the volume and complexity of IT policy exception requests and ensure that exception requests support safe, secure, and compliant IT operations. Directs, monitors, and tracks IT policy exception requests throughout the lifecycle, including approvals, renewals, expirations, and compliance actions. Educates agency staff on statewide IT policies and provides guidance on compliance expectations and the proper submission of exception requests. Assists agencies in evaluating IT products and services to ensure they meet statewide IT standards or appropriately require exception consideration. Facilitates, creates, and tracks enterprise level policy exception submissions and stays informed on delivery center initiatives to anticipate governance needs. Leads teams and participates in committees where strategic IT policy alignment and compliance evaluation is required. Maintains the policy exception management SharePoint area to ensure accurate and up to date information, documentation, and guidance for delivery center staff. Travels as required, including overnight stays. Performs other duties as assigned. |

The employee selects metrics, evaluates performance data, and determines necessary improvements to strengthen process maturity. While routine decisions are made autonomously, a higher-level manager reviews work to ensure alignment with delivery center goals, statewide policies, and overall IT governance objectives. |
