Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Act as the Field Site Safety Coordinator and Right to Know Coordinator and manages the security force at the State Veterans Home (SVH). These responsibilities require knowledge of the applicable policies and procedures of the commonwealth. Implements related regulatory programs.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Serves as an advisor to the Veterans Home Safety Committee and its constituent subcommittees. Acts as safety consultant for the SVH by providing advice and consultation to the Commandant, management and staff on all safety related matters and issues.

Develops and conducts a facility-wide safety program in compliance with the requirements of the Accident and Illness Prevention Program and the Department’s safety policies and procedures. Responds to the Headquarters Safety Coordinator on status of safety programs on an as-needed basis.

Manages the security force at the SVH through subordinate Security Officers 2. Security staff perform duties including patrols, monitoring security cameras, working front desk duty, conducting searches, and participating in fire drills.

Responsible for the facility Business Recovery Plan also known as the COOP/COG (Continuity of Operations/Continuity of Government) plan. Ensures the plan contains all necessary information and is updated with current information timely. Educates staff on their roles according to the plan and arranges meetings with all departments to gather necessary information for inclusion in the plan or for changes. Conducts and coordinates drills and exercises to test the plan.

Conducts safety training to include developing and conducting mandated safety-related training in the areas of Incident Investigation, Fire Safety, Right to Know, and other topics appropriate to the department’s or facility’s safety program. Provides informational and instructional programs to acquaint commonwealth employees and residents/families with rules, regulations, and laws concerning conduct at the facility.

Guides and promotes safety awareness to employees, supervisors, and managers by developing safety policies and procedures through coordination with the Headquarters Safety Coordinator.

Researches and investigates all work-related incidents. Provides evaluation and identifies corrective action to the field safety committee and the Headquarters Safety Coordinator. Advises employees, supervisors, and managers of any corrective action taken to ensure prevention of a recurrence. Maintains records of all investigations and corrective actions taken. Prepares reports by collecting, analyzing, and summarizing information and trends of work-related injuries.

Identifies and responds to all safety concerns and hazards received at the SVH. Inspects all physical buildings, grounds, and areas for environmental or safety hazards and initiates corrective action. Maintains records of all inspections and corrective actions taken.

Coordinates disaster drills and submits after action reports to the Commandant. Teach the proper use of emergency response equipment. (e.g. – fire extinguishers, emergency escape chairs, etc.) Assists the local emergency response agencies with drills and in actual events.

Serves as administrative team leader for the Resident Abuse Investigation Team. Schedules meetings, identifies team members to investigate cases, and reviews and compiles information into investigative reports for submission to management staff.

Liaisons with various local, state and federal agencies as it relates to regulatory compliance.

Ensures fire drills meet local, state, and federal standards. Maintains records of all fire drills conducted at the facility. Investigates all fires and alarms to determine the root cause and prepares reports including the corrective action taken. Inspects, tests, and maintains all safety-related equipment including, but not limited to the following: smoke detectors, fire hydrants, Automated External Defibrillators, and alarm systems. Initiates corrective action and maintains records of all testing of safety-related equipment and corrective actions taken.

Coordinates with the SVH Facilities and Grounds Director to maintain Safety Data Sheets (SDS) on all chemicals used at the SVH to ensure inventory listing and assure posting annually prior to April 1. Inspects departments for proper labeling of bottles. Trains staff both annually and when new procedures are introduced into the facility, and when an employee is transferred to a department where chemicals are used.

Ensures security from fires, prowlers, vandalism, or other unusual occurrences. Reviews reports of unusual situations and conducts investigations of those occurrences to formulate a recommendation to the Commandant for corrective action.

Ensures orderly conduct among the staff, Residents, and the public at the SVH. Assists with control of communicable disease screening of all staff, residents, vendors and visitors. Notifies RN Supervisor/Infection Preventionist/designee of any failed screening.

Ensures the integrity of the Flags displayed outside of the home. Supervises the provision of traffic control for special events occurring at the SVH.

If CPR certified, assists Registered Nurse Instructors with CPR training as needed.

Maintains positive, constructive working relationships with co-workers; remains aware of the needs and sensitivities of others. Conducts job duties in compliance with established BVH and SVH policies, processes, and procedures.

Maintains and improves job skills and competencies by participating in and attending staff training programs to improve the quality of resident care.

Performs supervisory duties such as preparing and signing Employee Performance Reviews, approving and disapproving leave requests, and making recommendations for disciplinary actions and other personnel actions. Assists with interviewing and selecting prospective employees and provide training to staff. Conducts performance management of staff to include the establishment and measurements of expectations and standards, staff development, mentoring, recognition, effective use of staff resources, attendance management and constructive actions to address inadequate performance.

Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and/or immediately corrects any safety hazards in the work area or reports same to the supervisor.

Support the facility QAPI efforts by attending all assigned QAPI training; following established policies and procedures in support of QAPI efforts; participate and lead PIP teams as assigned; managing processes, sharing ideas for improvement in the organization; collecting and analyzing data, and supporting QAPI efforts both verbally and non-verbally, including adjusting performance and practice in accordance with QAPI initiatives and findings. Coach and mentor staff in the use of QAPI tools and techniques.

Perform other related duties as required.

Develops the evacuation and other safety plans for the Veterans’ Home, determining routes and procedures to be used. Recommends resolutions for identified safety hazards. Work is accomplished independently under the general supervision of the Deputy Commandant.

Essential Functions
