Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The Captain of the U.S. Brig NIAGARA is responsible for overseeing all facets of the supervision and execution of vessel operations, including administration, planning, maintenance, safety, sailing and delivery of public education. This role involves overall supervision, training and evaluation of crew, volunteer and trainee performance. The Captain oversees the delivery of sailing school vessel and related maritime history educational programs aboard NIAGARA. The Captain shall ensure that NIAGARA is always operated in a safe manner consistent with the requirements of the ship’s certificate of inspection, applicable federal, state, and local laws and regulations, industry standards and best practices, and the missions of the Erie Maritime Museum and PHMC. Work is performed independently in accordance with PHMC policies and procedures and maritime industry standards and regulations under the oversight of the Western Division Chief and in cooperation with the site’s Historic Site Administrator and other PHMC staff. The Captain serves as Master of NIAGARA and commands the vessel, its crew, volunteers and trainees during sailing activities. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Executes the overall NIAGARA program, including but not limited to ship preservation and maintenance, operation of the vessel, delivery of sail training, public education and historical interpretation, and crew training. Adheres to the principles of good seamanship as well as industry professional standards and regulations regarding ship’s operations, voyage planning, navigation and watch keeping, crew training, and implementation of shipboard routines, practices, and procedures. Works with BHSM management team to develop annual and long-range plans for NIAGARA operations, maintenance/preservation, and mission-related programming. Works in collaboration with the Erie Maritime Museum Site Administrator to ensure that the NIAGARA and the museum are operating as one unit fulfilling a joint mission and vision. Develops annual and long-range NIAGARA budgets for Bureau Office approval, itemizing all projected costs for the operation and maintenance of the ship. Manages assigned program funds, allocating resources according to the approved budget and within PHMC policies and procedures. Monitors and tracks expenses as required to ensure appropriate allocation of resources. Assists with corporate and private sector fundraising efforts to augment the NIAGARA program’s dedicated public funding. Advises on grant proposals. Oversees the NIAGARA maintenance program and major repairs to ensure the vessel's seaworthiness. Manages contracted services for ship maintenance and repair as required. Procures services, equipment and materials following Commonwealth procedures and policies. Oversees the hiring of permanent and seasonal NIAGARA crew per Commonwealth hiring processes and procedures. Evaluates the overall performance of the crew. Performs the full range of supervisory duties. Maintains knowledge, skill set, and certifications necessary to perform duties and responsibilities and to train the ship’s crew to meet or exceed industry standards. Oversees the development and implementation of sail training curricula. Oversees the planning of voyages, including the development of voyage plans, budgets and plans for all logistical needs. Works in collaboration with other PHMC staff to develop and deliver educational programming and events, serving as a resource concerning maritime history and presenting to the general public on square-rigged sailing vessels, maritime history, the U.S. Brig Niagara’s role in the War of 1812 and the Erie Maritime Museum’s sailing programs. Works in collaboration with other PHMC staff to fulfill the mission of the Erie Maritime Museum and its sailing programs. Serves as PHMC/NIAGARA liaison to regulatory officials, the community, organizations, institutions, and individuals. Serves on museum and PHMC committees as assigned. May be assigned to represent the Erie Maritime Museum & U.S. Brig Niagara and PHMC at mission-related public meetings and professional conferences. Responsible for being familiar with PHMC general safety rules and safety rules specific to this position; for working in a safe manner and following all PHMC safety rules; for immediately reporting all workplace injuries or incidents to his supervisor; and for immediately correcting any safety hazards in the work area or reporting same to supervisor. Enforces all safety rules, procedures, and work practices and takes action to correct unsafe conditions in the workplace. Adheres to PHMC’s Core Values and supports and advances the diversity, equity, inclusion, and access goals of the agency. Performs other duties as assigned. |

Assesses NIAGARA seaworthiness and safety. Assesses NIAGARA maintenance and repair needs and assigns task priority. Oversees maintenance and repair projects. Oversight and training of assigned crew, staff, volunteers and trainees and monitoring of contractor performance. |
