Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is an Emergency Management Specialist (EMS) within the Planning Division, Bureau of Planning, Training, and Exercise. This position reports directly to the Planning Division Administrator. This position is responsible for overseeing the virtual planning system, assisting with comprehensive emergency management planning efforts, leading the Department of Homeland Security (DHS), Federal Emergency Management Agency's (FEMA) required development of the Commonwealth's annual Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) submission, and leading the implementation of the National Incident Management System (NIMS) within the Commonwealth. The incumbent will represent the agency at DHS, FEMA, State and local government and private sector workshops, meetings, and related events. Serves as a liaison with state, county and municipal entities on comprehensive emergency planning efforts. Delivers trainings on comprehensive emergency management planning and the related virtual planning software, as necessary.

TRAINING, EDUCATION, AND EXERCISES:
• Provides training and serves as a support subject matter expert (SME) on schools, high hazard dam planning, DHS-FEMA THIRA/SPR programs and general emergency planning to counties and local municipalities in comprehensive emergency management planning.
• Maintains an active training regimen, seeking out and attending relevant courses for skill and knowledge development.
• Conducts research, collects data, and coordinates with stakeholders in order to develop and write selected emergency plans or emergency plan templates as dictated by need or changing emergency planning doctrine and guidance.
• Assists with delivering all-hazards planning and training outreach presentations to government related associations and civic groups.
• Assists with the bi-annual update of the Commonwealth Emergency Operations Plan (CEOP) and associated annexes, plans, and procedures.
• Assists in the coordination and dissemination of the NIMS, assists in the development of training for Commonwealth Response Coordination Center (CRCC) staff, and participates in exercises as required.
• Serves on NIMS workgroups and facilitates NIMS and DHS-FEMA THIRA/SPR-related workshops for PEMA internal and external stakeholders as required.
• Works to provide technical assistance and guidance to other state agencies, local jurisdictions, and community organizations that have roles in disaster preparedness and response, and in documenting NIMS compliance.
• Works on the Integrated Preparedness Plan (IPP) and incorporates planning, training, equipment, and exercise needs that are identified in the annual DHS-FEMA THIRA/SPR submissions. Works with Training and Exercise Division to prioritize training and exercise gaps for the upcoming year.

COORDINATION AND PLANNING:
• Serves as the primary point of contact for comprehensive emergency planning software and provides technical assistance as needed.
• Serves on committees, as required, to assist in planning for events of state, regional, and national significance.
• Assists with making sure the DHS-FEMA THIRA and SPR, along with other homeland security-related reports, are drafted, maintained, and submitted to FEMA as required.
• Serves as the Commonwealth's subject matter expert on NIMS. Renders decisions regarding the interpretation of NIMS policies and procedures for the Commonwealth in consultation with FEMA Region 3 and the National Integration Center.
• Reviews and comments on national-level NIMS and DHS-FEMA THIRA/SPR policies on behalf of agency leadership. Updates and maintains the NIMS Implementation Strategy and associated directive.
• Coordinates activities with Agency Representatives from partner agencies to establish guidelines for emergency planning efforts as needed.
• Supports agency Executive Office by preparing reviews of documents relating to all-hazards planning and training from the National Governor's Association, the National Emergency Management Association, the Federal Emergency Management Agency, and other similar organizations.
• Acts as an information resource for Area Offices regarding comprehensive all-hazards planning, high-hazard dam planning, school planning, NIMS, and DHS-FEMA THIRA/SPR.

PROJECT AND GRANT MANAGEMENT:
• Assists with the development of the application for and implementation/execution of projects associated with the Emergency Management Performance Grant (EMPG). Manages pertinent projects as it relates to assigned EMPG disbursement. This will include descriptions of project summaries, milestones, and budgeting requirements.
• Assists with annual Homeland Security Grant Program (HSGP) application review as needed, while ensuring any DHS-FEMA THIRA/SPR documentation is completed and shared ahead of application development annually.
• Responsible for completing mandatory FEMA Independent Study Courses as requested.
• Performs related duties as required and other duties as assigned.

• Certain positions require certification in the FEMA Professional Development Series (PDS) or the Emergency Management Professionals Program (EMPP) Basic Academy courses, within six months of hire (or in the case of the Basic Academy, the next available application period).

NOTATION OF SCHEDULE:
• During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.

EMERGENCY ASSIGNMENT:
• This employee is an essential worker.
• Performs a task to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are at times received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.
• This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center (CRCC) and must be available to work outside of the normal work hours, to include weekends and overnights, when activated.
• Operate a motor vehicle to travel to various field sites and emergency/disaster locations.

Experience:

• Bachelor's degree in Emergency Management, Homeland Security, or related field preferred.
• Experience or a degree in Homeland Security or Emergency Management is highly recommended for this position given the DHS-FEMA THIRA/SPR responsibilities on this position.
