Position Purpose:

This Emergency Management Specialist position works under the general supervision of the Central Area Emergency Management Supervisor. This position serves as the primary training and exercise specialist supporting the Central Area counties.

Description of Duties:

Serves as the Central Area Office Emergency Management Specialist with primary responsibility of providing and coordinating training and exercise support to the 23 counties within our region.

Coordinate, track, record, and assist with the facilitation of training and exercise activities in one centralized location to further implement and enhance the preparedness of the Commonwealth, its departments, agencies, and political subdivisions to respond to emergencies and thereby minimize loss of life, injury, and damages.

Maintain and track training records for County EMA/staff and EMPG funded positions.

Maintain and track training records for PEMA Central Area Office staff.

Maintain PEMA Central Region Training and Exercise Plan (TEP).

Represent PEMA Central Area Office on training/exercise meetings/workshops at various organizational levels as needed to ensure all meetings are covered. In conjunction with the Area Office Emergency Management Supervisor, identify and facilitate professional development training for Central Area Office Staff.

Serve as the Central Area Office point of contact for coordination for all county/taskforce requested trainings being offered through PEMA’s Training and Exercise Division.

Assist with curriculum development, coordination, and delivery for all PEMA internal trainings.

Develops and coordinates all aspects of the Central Area Office In-Service Trainings. This includes, but not limited to, developing agenda, identifying speakers/presentations, securing facility, facilitating virtual sessions, and completing AARs and rosters.

Serve on KEMA Conference planning committee.

Assist with Headquarters Orientation and develop and deliver Central Area Office Orientation.

Process and track all county staff and municipal EMC’s certifications.

Assist with the processing of county coordinator and county deputy coordinator certifications.

Develop and coordinates all aspects of the county coordinator certification exercises.

Administers the county coordinator certification written exam.

Maintain a high level of proficiency as an administrator with the TrainPA online software.

Meet proficiencies as a PEMA instructor for various deliveries by the agency for courses required for certifications.

Be proficient with the Homeland Security Exercise & Evaluation Process (HSEEP).

Assist with the collection of information and writing of all After Action Reports.

Assist with County Coordinator Program Review activities as needed.

Serve as the primary for Storm Ready, CERT, Utility partners, etc.

Prepares a variety of written correspondence, reports, and other official publications in conjunction with performing assigned duties.

Maintains basic knowledge of all technology equipment used for in-person and virtual trainings/seminars/conferences/exercises.

Operate and provide basic service for copy machines, telephones, radio transceivers, video projection equipment, telephone diverter, FAX machines, personal computers, Satellite Flyaway System, cameras, GPS receivers, navigational compasses, and WEBEOC software.

Assists with conducting field damage assessments during disaster recovery efforts. Assist with conducting of Small Business Administration, Individual Assistance, and/or Public Assistance declaration recovery operations to include damage assessment operations.

Prepare and submit official trip reports in a timely manner using approved standard report formats.

Serve as Central Area Office liaison to counties as needed.

Perform related duties as required.

Frequent travel to provide emergency management program assistance, conduct training seminars and conferences, often outside of "normal" work hours.

Complete required professional development training and specialty courses.

Attend related training and education as required to perform emergency assignment duties.

Performs related duties as required.

Responsible for completing mandatory FEMA Independent Study Courses as requested.

A person in this position may be eligible for telework.

NOTATION OF SCHEDULE: During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.

EMERGENCY ASSIGNMENT
This employee is an Essential Worker.

Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.

This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated.

Operate a motor vehicle to travel to various field sites and emergency/disaster locations.
