Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is primarily responsible for the overall management and day to day functionality of the Bureau of Facilities Management (BFM’s) work order management system, Plant Maintenance, for Fort Indiantown Gap facilities (774) and for the Department’s 75 Readiness Centers and 13 Field Maintenance Shops across the state.

Description of Duties:

Manages the Plant Maintenance system relative to BFM’s requirements to ensure all state and federal requirements are met. Tracks and monitors all maintenance (on call and preventative) activities as required for an efficient and effective maintenance program.

Evaluates the functionality of the Commonwealth’s Plant Maintenance system and any enhancements to the system to determine if there is any functionality not currently being used by BFM that would be beneficial and recommends changes to management. Reviews staff recommendations for improvement to the functionality of BFM’s system and works with staff to determine if there is a standard solution. Communicates with IES on a customized system enhancement to incorporate changes requested by the department.

Creates and maintains all work centers and activity types necessary for the Plant Maintenance system to function. Additionally, track workhours for each maintenance task by equipment type. Provides data rollup to leadership regarding unit costs and life cycle cost analysis. Provides technical information related to equipment replacement to develop the department’s five-year infrastructure plan. Ensures within plant maintenance that each employee can enter hours worked.

Oversees notification and work order creation as well as the entry of time associated with the Plant Maintenance system. Ensures notifications and work orders are created with appropriate descriptions, functional locations, assemblies, and other information that result in both state and federal charges being assigned appropriately.

Assists leadership in creating and maintaining all BFM maintenance plans for the preventative maintenance of facilities and building equipment. Coordinates with management and Engineering to determine maintenance plans which will be derived from operation and maintenance manuals when applicable. These plans provide maintenance staff with clear guidance on required maintenance, frequency, and timing of when the plans are to generate work orders.

Works with the federal master planner to share facility infrastructure information. Provides data regarding maintenance plans, equipment replacements and work hours. Ensures both federal and state systems are working in concert. Creates and maintains task lists (work requirements) that are tied to maintenance plans detailing the specifics of work that are to be performed. This involves working with management to develop the specific work requirements that need to be linked to the maintenance plans.

Creates and maintains facility equipment maintenance plans to include equipment such as tractors and mowers within the Plant Maintenance system. This involves adding new equipment as well as dismantling old pieces of equipment within the Plant Maintenance system.

Generates reports to monitor maintenance activities and to evaluate maintenance activities to make recommendations to management. This involves evaluating frequency of repairs to facilities or equipment to forecast when a facility or piece of equipment may need to be replaced.

Creates user variants and reports to track daily workflows and to train management on the use of these variants and reports to more effectively monitor and manage their day-to-day work activities.

Develops and conducts Plant Maintenance related training of all BFM staff having Plant Maintenance roles.

Coordinates with DMVA IT relative to the Plant Maintenance front end system used by maintenance staff in the field to submit work requests. Ensures that all data within the front-end system is maintained and kept up to date while at the same time ensuring the interface between the front-end system and Plant Maintenance is always maintained.

Coordinates with DMVA’s Budget and the Commonwealth’s IES staff as necessary to address system issues and enhancements. Works with the DMVA’s Budget staff on day-to-day activities such as providing notification when facilities need added or removed from the Plant Maintenance split table as well as when new employees need to be added to the activity rate table.

Maintains a table of all facility points of contact for purposes of providing system generated statuses of work requests associated with those facilities.

Responds to questions related to procurement services and contracts. Ensures funds are available for building infrastructure repairs and replacements.

Performs work in accordance with the DMVA general safety rules and safety rules for this position. Immediately reports all workplace injuries or incidents to the supervisor; and / or immediately corrects any safety hazards in the work area or reports same to supervisor.

Perform other job duties as required.

**Must pass a favorable National Crime Information Center (NCIC) screening for admittance to Fort Indiantown Gap.

Work assignments are performed independently within state and DMVA policies as well as National Guard regulations governing construction, renovation, and engineering projects. The supervisor provides guidance and direction as needed.
