Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is assigned to the Training and Exercise Division, Bureau of Planning, Training, and Exercise and reports directly to the Division Emergency Management Supervisor. This position has the primary responsibility of implementing scheduled training across the Commonwealth and instructing training courses as needed. Additionally, this position assists in the selection, maintenance, and evaluation of instructors for the PEMA Instructor Certification Program.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

• Coordinates the logistics of facilitating training courses including coordinating with the host agency, assigning PEMA instructors, and distributing course materials.

• Works with Training & Exercise Division and Agency staff to assist with the annual update of student and instructor training materials for courses within our purview. This includes both classroom and computer-based training courses. Ensures current student materials are uploaded to the website.

• Assists the State Training Officer in maintaining PEMA’s qualified instructor program, including an audit program.

• Assists the State Training Officer in conducting reviews of county and municipal emergency management training programs to determine training gaps.

• Builds and maintains relationships with emergency management training partners at all governmental levels to facilitate collaboration and support of the Agency's training program.

• Attends training and obtains appropriate certifications to be an instructor for emergency management related training programs such as ICS, G-Series, P-Series, and HSEEP courses.

• Coordinates the delivery of all vendor procured courses, including coordinating delivery sites, and administratively support courses & instructors.

• Completes required on-board training and other professional development training as required under the PEMA Qualification System (PQS).

• Works as part of the Training and Exercise Division team to accomplish all assigned tasks.

• Supports the division and bureau when needed, including during workshops, exercises, and on special projects.

• Performs as a course instructor as needed to fill gaps in PEMA Instructor availability for scheduled courses.

• Assists in providing training for PEMA Instructors as needed to achieve or maintain instructor credentials.

• Assists in the performance of disaster response and recovery activities in response to emergency situations as needed.

• Prepares a variety of written reports and presentations about emergency management program activities.

• Operates a motor vehicle and travels as required.

• Performs related duties as required.

Responsible for completing mandatory FEMA Independent Study Courses and industry standard certifications as relevant to the position as requested/required (will be identified in individual training plan after hire):

• IS-100 Introduction to ICS
• IS-700 Introduction to NIMS
• IS-800 National Response Framework
• IS 2200 – Basic EOC Functions (online)

Certain positions require certification in the FEMA Professional Development Series (PDS) or the Emergency Management Professionals Program (EMPP) Basic Academy courses, within six months of hire (or in the case of the Basic Academy, the next available application period).

Performs other related duties as assigned.

A person in this position may be eligible for telework after onboarding period and demonstrated familiarity with/ understanding of their position.

NOTATION OF SCHEDULE

During an emergency, employee may be required to work 12-hour shifts. Employee may have their work schedule and/or hours changed or modified based on the emergency and assignment needs. Except for emergencies, changes to schedules and work hours will be provided at least two weeks in advance.

EMERGENCY ASSIGNMENT

This employee is an Essential Worker.

Performs tasks to be assigned during periods of emergencies. Such tasks may differ from normal day-to-day routine. These emergency assignments are, at times, received with little or no advance notice and may last for any period of time ranging from a few hours to several weeks or more, depending on the nature of the circumstance. The emergency assignments are sometimes performed under adverse (less than favorable) conditions and may require travel to a disaster site for short or extended periods of time.

This position performs operational assignments as required during actual emergencies. Position may serve in the Commonwealth Response Coordination Center and must be available to work outside of the normal work hours, to include weekends and overnights, when activated.

Operate a motor vehicle to travel to various field sites and emergency/disaster locations.
