Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The employee occupying this position is responsible and accountable for determining eligibility for financial assistance under the LIHEAP Program in accordance with Federal and State Mandates.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Interviews applicants by asking questions to gather data in order to have necessary information to determine eligibility.

Greets and assists applicants in completing their applications and answers questions related to the LIHEAP Program benefits and eligibility requirements.

Reviews drop-off, mail-in, and COMPASS applications by checking for completeness and accuracy in order to determine if processing can be completed or whether additional verification and/or a collateral contact is needed.

Maintains control of pending applications by: daily access of Workload Dashboard; filing applications in appropriate manner in accordance with office procedures; and scanning, imaging, and attaching information of the corresponding application into e-CIS. Pending Cash applications must be completed within 30 days of receipt.

Upon receipt of an application for Crisis Benefits, worker validates all information provided by the client and then determines eligibility for requested benefits within the applicable 18 or 48 hour time-frame. Worker obtains assurance from the vendor that the crisis will be alleviated before authorizing a Crisis benefit.

Validates data by verifying; living arrangements, household members, fuel provider, source and amount of income, housing – private, public or subsidized/Section 8, responsibility for heating expenses, and other factors as necessary.

Determines countable income by gathering data from all income documents, and then uses either the 30-day or 12 month method to determine eligibility in order to assure that the client receives most equitable benefit based on his/her situation and program entitlements.

Data enters application information into eCIS in the course of determining eligibility for LIHEAP benefits. Performs scanning, imaging and attaching of case information.

Facilitates fuel deliveries between vendors and clients by answering questions concerning the program and customer eligibility in order to satisfy client and vendor needs.

Makes referrals to other agencies in order to help clients with other expressed needs including weatherization referrals.

Operates PC (Personal Computer) utilizing the Department’s Client Information System (CIS), Intranet, Income Eligibility Verification System(IEVS), Workload Dashboard, ImageTrust and other Departmental and non-Departmental programs.

Performs work related duties as required.

•Constantly uses computer applications to generate written communication by utilizing forms, memos, emails, narratives, etc.
•Constantly communicates verbally with staff, clients, and public.
•Constantly gathers, assembles and evaluates information provided via telephone, mail and/or face-to-face.
•Constantly interprets written and verbal instruction to complete job tasks.
•Constantly interprets and applies OIM and clerical support policies, procedures and regulations.
•Frequently learn job related materials through various media and teaching methods.
•Constantly interact objectively and with sensitivity to employees, applicants, customers, management in stressful or difficult situations.
•Maintains and posts control logs, records, schedules, etc.
•Frequently-constantly, sitting on an adjustable chair for extended periods of time; may stand as desired.
•Assigned duties are performed in a controlled office environment.
•In Counties with District Offices, employees may be reassigned to different work sites due to operational needs. Reassignments will be made in compliance with contract language.

My work is primarily self-generating. I schedule my work based upon program guidelines and deadlines. I have supervisory intervention when necessary.
