This position is responsible for overseeing and maintaining PENNVEST’s overall physical and virtual Information Technology (IT) environment to ensure secure and reliable IT for the agency. This position reports directly to the Deputy Executive Director for Information Technology. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Administration 1. Manages and monitors network infrastructure for Office of Administration Managed Services Lite environment located at CTC EDC using vSphere Client. 2. Performs system administration and network security for agency servers and infrastructure, as well as repairs server errors. 3. Coordinates with OA-OIT Manage Services Lite the creation of new virtual machines (VMs) and the decommission of VMs. 4. Coordinates with OA-OIT Manage Services Lite the addition of memory or CPU. 5. Installs certificates on Managed Services Lite VM servers. 6. Configures laptops using desktop image for PENNVEST staff. 7. Coordinates and orders IT equipment for PENNVEST staff. 8. Manages, monitors, and repairs agency desktops and servers, ensures systems are configured correctly and running efficiently. 9. Installs software and software patches, diagnoses and repairs problems, configures software and drivers, performs system upgrades, promotes data security, and manages workstations and laptops. 10. Manages and maintains software desktop licenses needed to support a virtual work environment. 11. Manages agency safeguards for information systems and IT assets. 12. Administers group policy for in-office scanning and copying. 13. Manages telecommunications for PENNVEST. 14. Updates the PENNVEST auto attendant phone system when changes are required. 15. Supports PENNVEST staff and contractors using Zscaler, CyberArk, and Okta. 16. Troubleshoots PENNVEST staff and PENNVEST contractor connectivity issues. 17. Manages the deployment of web applications using Octopus Deploy in Development and Staging environments. 18. Administers SCCM (System Center Configuration Manager) to monitor software rollout. 19. Administers active directory to create accounts, connect machines to the domain, and assign users to groups. Security 20. Manages agency resource accounts in CUPSS. 21. Identifies and resolves potential and actual security problems. 22. Assigns, changes, and removes roles within PV Portal in accordance with an ARP (Application Roles & Permissions) request. 23. Reviews and monitors contractor permissions in accordance with ARP requests. 24. Unlocks accounts within PV Portal in accordance with submitted Trouble Tickets. 25. Recognizes security issues, reports violations, and determines resolutions. 26. Upgrades agency IT systems by implementing and maintaining security controls. 27. Updates resource account passwords every 120 days, and updates web configuration files. Asset Management 28. Protects IT assets and agency information systems by managing access privileges and control structures to meet audit compliancy and Commonwealth standards. 29. Manages agency safeguards for information systems and IT assets using Asset Panda. 30. Orders information technology and telecommunications equipment for PENNVEST staff. 31. Provides recommendations on complex asset management activities and decisions. Service Now 32. Serves as the Agency administrator for ServiceNow. 33. Creates incident tickets requesting OA-OIT assistance. 34. Maintains catalogs and assets inventories. 35. Tracks and responds to incident tickets to closure. DocuSign 36. Administers Agency DocuSign account and platform. 37. Provides technical support for Agency eSignature (DocuSign) accounts. 38. Creates DocuSign forms, templates, and PowerForms for business processes. OnBase 39. Acts as secondary administrator for Agency EDMS (OnBase) system. 40. Administers infrastructure for OnBase staging and production server. SharePoint/Power Platform 41. Administers SharePoint online and on-premises sites. 42. Creates, revises, and administers SharePoint Intranet sites. 43. Administers Power Automate account. 44. Develops SharePoint forms utilizing MS PowerApps. 45. Develops Power Automate business solutions creating workflows for web applications using web services. Technical and End-User Support 46. Communicates with users to keep them informed of the status of any current or potential security and/or network issues. 47. Monitors and extends PV Portal user accounts 48. Accumulates and maintains updated technical information by attending Commonwealth enterprise meetings and education workshops, and by reviewing various publications. 49. Leads the assessment, development, delivery, and facilitation of formal and informal training programs for users. 50. Serves as a lead contact for technical IT efforts/issues by assigning and reviewing work, training employees, and performing quality control functions for the work. 51. Provides outstanding customer service and technical support to internal and external customers. 52. Provides guidance to PENNVEST users for password self-service using CUPSS (Commonwealth User Provisioning and Self-Service). 53. Supports end-users by troubleshooting issues, delivering training, and offering functional and technical insights into agency applications. Project Management 54. Develops and implements project plans for system, telecommunications, and software upgrades. 55. Manages complex IT projects following PENNVEST’s or Commonwealth’s project management methodology. 56. Participates in the development of the Agency’s IT strategic plan, through coordination with department managers, to ensure IT systems are aligned with the Agency’s mission. Quality Assurance 57. Constructs and organizes test plans for highly complex systems and system components and performs testing which may include automated test scripts for the systems. 58. Provides functional and performance testing of PENNVEST applications and COTS products. 59. Conducts audits across IT functions to ensure quality standards are being met. 60. Tests PENNVEST web applications to ensure ADA compliance. Budget 61. Contributes to annual budget formulation for reoccurring costs and new IT hardware, software, and telecommunications equipment. 62. Recommends and coordinates the purchase of software and hardware needed to upgrade agency capability consistent with the Agency’s IT strategic plan. 63. Contacts third-party resellers for quotes to purchase software, hardware, and services. Disaster Recovery 64. Develops IT components of the Agency’s disaster recovery/business continuity plans. 65. Organizes IT-related continuity of operations tests. 66. Coordinates IT asset recovery and replacement. 67. Participates in disaster recovery exercises to ensure availability of multiple systems during emergencies. 68. Prepares project documentation and aligns initiatives with the Agency’s IT strategic planning and governance. Documentation 69. Develops and maintains hardware and software asset management procedures, processes, systems, and measurements. 70. Creates documentation for staff to reference regarding computer usage/best practices, SharePoint resources/updates, knowledge/files management and maintenance, and other processes related to this position. Board Meeting Support 71. Coordinates connectivity and interaction of virtual participants during PENNVEST Board of Directors meetings. 72. Provides technical support for Agency Board meetings using MS Teams. Additional Job Functions 73. Researches, analyzes, reports, and makes recommendations on the capabilities and limitations of industry technologies related to specific environments. 74. Keeps current on technologies through professional development, and shares knowledge with staff and other system users to support ongoing applications improvement. 75. Acts as secondary PENNVEST Internet site administrator. 76. Participates in OA-OIT user groups and forums as recommended. 77. Performs other duties as assigned. |
