Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. The incumbent in this position is required to demonstrate the following skills and perform the following duties and responsibilities monitoring and oversight of the community-based mental health system including the ongoing evaluation of the behavioral health managed care system and the monitoring of the contracts between DHS and the counties involved in the behavioral health managed care system. • Be knowledgeable and provide consultation to county and provider staff on the Department’s rules and regulations regarding the provision of community mental health services. • Be knowledgeable and provide consultation to others about the contract components between the Department and counties within the Eastern Division Office of Mental Health and Substance Abuse Services that are involved in the behavioral health managed care program. • Apply sound principles in collecting information/data, both routinely and on an ad hoc basis, and interpret and analyze information to assess compliance to contractual, regulatory, and departmental standards. • Monitor and provide ongoing technical assistance to counties, providers and managed care organizations pertaining to the financial and information system management of the local mental health program, including, In conjunction with BFMA an BQMDR, review and follow-up on all financial and information system reports submitted by the county program/managed care organization, • Follow-up and technical assistance on any identified outlier areas or issues presented through the financial and information system reports, • Provide targeted technical assistance and consultation to counties in the financial and information system activities employed in each county program, • Provide targeted technical assistance and consultation to county programs regarding performance factors, management productivity and efficiency and program outcomes, • Communicate findings, recommendations, corrective actions, and policy interpretations, both orally and in writing, to a variety of interested and invested persons and agencies within the Department and the community. • Follow/track corrective actions to assess resolution of issues. • Attend and participate in organizational meetings within the communities; including committees, advisory boards and councils, and advocacy organizations. • Establish and adhere to protocols for communicating issues (concerns, complaints, problems, etc.) to appropriate individuals, committees, agencies, and organizations. Represent OMHSAS at various levels of community planning and review opportunities. • Prepare reports in a clear, concise format that can be readily understood by the recipients of the reports. These reports are generated within established time frames for review by committees, work groups, agencies, and departments who are involved in the oversight of the behavioral health managed care program. • Assess community responsiveness to the behavioral health managed care programs (through involvement with community organizations) and report findings to the Department. An important component of responsibility is to accurately assess and reflect community concerns and interests to the Department for consideration and to accurately present the Department’s (OMHSAS) position on issues addressed. • Routinely assess information (printed materials and brochures) provided to consumers/families for accuracy, appropriateness and compliance to contract provisions. • Assess validity of reports received from others by: o conducting on-site visits to counties, MCOs, public and private agencies in conjunction with other Departmental, regulatory, consumer, or county review activities; o follow-up on identified issues; o participate in development and monitoring of corrective actions as required. • Interface with county contract monitors and other Departmental agencies (OMAP, BPI, BIS, OA, etc.), as necessary to verify reports, trends, compliance issues, contract revision needs, etc. • Provide consultation to counties, agencies, and organizations with regard to program evaluation and performance objectives, outcomes and improvements. • Provide field supervision and surveillance regarding community MH service provision and standards of health and safety to determine conformance to Departmental policy and regulations. • Provide consultation and technical assistance of a regulatory nature to mental health services providers and county mental health programs. • Conduct on-site visits of mental health programs and agencies to evaluate facilities and programs for compliance to state and federal rules, regulations and policies, and program standards. • Report findings of on-site visits within established time frames to allow for plans of correction as necessary and/or for processing of licensing/approval certificates. • Participate, as requested, on task forces to provide input into policy, regulation, and contract development and expansion. • Participate in and assist in conducting conferences, seminars, symposiums, in the area of behavioral health managed care programs and mental health service delivery to insure a thorough knowledge of principles, methods, policies, contract issues, and regulations relative to community mental health. • Conducts investigation of complaints or major incidents related to client care, professional and administrative practices. Interviews involved parties including family members, consumers, administrators and treatment professionals. Prepares reports and recommendations for corrective action. • Responsible for developing expertise in specific program and financial areas as assigned by supervisor such as children’s services, CASSP, serious mental illness, housing, eldercare, OBRA, Community Support Program ad state and federal financial issues. • Conducts audits of county administrative practices and provider agencies with the Bureau of Financial Operations. Reviews audit reports, recommends issues requiring corrective action and assists with follow-up monitoring. Provides technical assistance to ensure compliance with recommendations. • Is knowledgeable of CHIPP contractual agreements with each county. Monitors established outcomes, reviews required data reports and identifies best practice and/or potential areas of non-compliance. • Overnight travel may be required to conduct on-site visits and/or attend organizational meetings in the communities and perform the duties as listed above. • Perform other related duties as required. PERFORMANCE OBJECTIVES 1. To monitor the contract provisions of the behavioral health managed care program with counties in the Eastern Division of the Office of Mental Health and Substance Abuse Services 2. To provide accurate and relevant information regarding contract compliance to the Department interested parties, and the community. 3. To detect urgent discrepancies in reporting mechanisms, problems within the service provisions and significant consumer issues in a timely manner for immediate resolution to allay adverse consequence to consumers, community, or the Department. 4. To track and report on the status of corrective actions and verify outcomes of completed corrective actions. 5. To commence annual inspections at least three months prior to the expiration/ renewal date of the current Certificate of Compliance. Adheres to timeframes for issuance of a licensing Inspection Summary, Plan of Correction, and Verification in accordance with DHS Bulletin Number 14-Bul-107 and/or subsequent revisions/additions/replacement of this Bulletin. 6. To provide ongoing technical assistance to providers who require/request changes or upgrades to programs in order to meet applicable regulations. 7. To review and respond to complaints according to Eastern Division OMHSAS policy. 8. To review and comment as requested on pertinent draft bulletins, policies and procedures within the time frames established for review/comment. 9. To participate in training as needs are identified. 10. Establishes positive, respectful, professional. proactive relationships with major stakeholder groups such as county administrators and their staff, family and consumer groups and other advocacy organizations. 11. To work independently from remote location(s). |
