Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs a variety of in-house structure inspection and engineering activities to comply with all applicable Federal and Department regulations and policies ensuring a safe transportation system. Applies engineering practices and principles to make sound decisions and judgments related to the completion of work assignments.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Utilizes engineering principles to check, review and interpret structural load rating calculations both manually and utilizing engineering software. Update the Bridge Management System 2 (BMS2), I-Forms, and the inspection files to reflect current load ratings and complete Bridge Posting Recommendation Data Sheets if needed.

Review and process heavy hauling permits that require Bridge Unit review utilizing the Automated Permit Routing Analysis System (APRAS).

Review applications for Bridge Occupancy Licenses and maintain accurate records in the BMS2 and inspection files.

Evaluate bridges located within project limits to recommend the type, extent, and cost of the work required based on the scope of the project.

Applies engineering knowledge to perform, check and review structural design calculations, plans, specifications and cost estimates.

Prepare written correspondence for review by the Bridge Inspection Squad Leader including notifying local bridge owners of the inspection schedule to ensure that all local bridge inspections are completed on schedule.

Prepare consultant inspection engineering and reimbursement agreements.

Process consultant invoices and requests for reimbursement by the bridge owners.

Review local bridge inspection reports, load rating calculations, and posting recommendations submitted by consultants for quality, completeness, and compliance with the NBIS and Department policies and procedures.

Update the BMS2 and I-Forms regularly to reflect all inspection data.

Maintain an inspection file for each local bridge, a file for each consultant and reimbursement agreement and correspondence file for each bridge owner.

Maintain personal expertise in structure design and analysis methods, fracture criticalness, applicability of structural materials, foundations, and bridge inspection policies/procedures and techniques.

Maintain record files including inspection reports, structural analysis, correspondence, photos, original design drawings, shop drawings, and original design calculations of all existing structures.

Perform structure inspections in accordance with Department policies and procedures utilizing access and safety equipment as needed.

Prepare and review structure inspection reports and bridge problem reports.

Respond to inquiries from both internal and external customers.

Utilize computer technology wherever practical including but not limited to APRAS, ECMS, BMS2, iForms, structure design and analysis software and PC business software.

Overnight travel may be required.

Perform other related work as directed.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

Apply all appropriate policies, procedures and technical references to structural engineering tasks and research solutions to structural engineering problems for review by the Bridge Inspection Squad Leader. Assist the Bridge Inspection Squad Leader by offering technical guidance to Civil Engineer Trainees and interns without direct responsibility for their work. Work is reviewed while in progress and upon completion for technical accuracy and completeness.
