Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs a variety of engineering duties associated with the location, design, and construction of roads. Applies sound engineering principles and PennDOT design standards to prepare and review components of PS&E packages, including Line and Grade, Typical Sections, Drainage Plans, and Right-of-Way Plans, ensuring design elements meet applicable criteria prior to supervisory review and approval.

This is journey-level professional civil engineering work in two separate environments:
1. Consultant Design Squad
2. In-House Design Squad

Applies sound engineering judgment to identify potential safety concerns and recommends appropriate design modifications or countermeasures for consideration and incorporation into project plans by senior engineers or the squad leader.

Consultant Design Squad:
Prepares or performs technical design review of all submissions and plans for highway, bridge and multi-modal projects of all complexity levels.

Prepares scopes of work, advertisements and agreements using ECMS for projects to be contracted with consultants. Prepares District estimates for the man-hours required to perform engineering tasks. Review consultant proposals and determine which consultants are most qualified to perform required work.

Assist with the consultant selection process. Meet with consultants to answer any questions they may have on projects. Review and comment on consultants’ proposed man-hour estimates for engineering tasks. Review and comment on consultant technical approach to the scope of work. Review consultant invoices to prepare them for payment.

Meet with the consultant to discuss scope. Using engineering principles, review design submissions from consultant to ensure that all current criteria and standards are being followed. Act as a liaison between the design consultant and other agencies or Department units to resolve problems quickly. Meet with the consultant on a regular basis during the design phase to discuss the current status and resolve problems.

Assist the Project Manager in managing a variety of projects. Process work orders and agreements in a timely fashion. Provide the consultant with any information which will assist in providing a quality design.

Inform the Project Manager of all concerns, problems and other activities that occur during the life of a project and participate as an active team member.

Actively participates as a project manager on assigned minor complexity projects.

In-House Design Squad:
Independently, or acting as part of a team, communicates and applies individual job knowledge and technical skills in the design and preparation of safe, complete, accurate, and quality highway construction plans for simple to complex highway right-of-way and construction projects according to Department policies, standards, and specifications as assigned.

Using engineering principles, prepares highway plans from field survey notes or CADD data files under the direction of a Project Manager or as a Project Manager. Performs design of complex highway projects from preliminary engineering through final plan preparation.

Projects include, but are not limited to, the following: maintenance restoration, rehabilitation, and resurfacing (3R) projects consisting of pavement widening, bituminous overlays, drainage, and guide rail upgrades; roadway plans for bridge projects; right-of-way plans for 3R and bridge projects; and maintenance resurfacing and guide rail contracts.

Individually, or as part of a team, makes field site investigations of assigned projects to gather data and study existing terrain, location, drainage, and any other limiting physical problem to ensure all facets and concerns are addressed and considered in the preparation of safe highway design construction plans.

Performs technical design review of highway plans prepared by others for technical standards and adherence to applicable specifications, attends meetings with consultant engineers, assists in resolving design problems, monitors progress, prepares correspondence and reports on assigned projects, attends public meetings, and provides coordination with other units as needed on a full range of design projects.

General:
Informs the Project Manager of any and all training deficiencies, training needs and/or training opportunities and/or requirements necessary to perform the job more effectively and efficiently. Voluntarily attends training opportunities to increase job knowledge, technical skills, and interpersonal relationships to enhance individual contributions to the project team.

Functions and actively participates as a Project Manager and/or as a working member on a project team utilizing and sharing available resources to submit accurate completed assignments for the project on schedule.

Actively participates as a Project Manager and/or assists the Project Manager in on-the-job training of other project team members to include the following: Civil Engineer Transportation, Highway Designer, Highway Draftsman-Designer, Highway Draftsman, Civil Engineer Trainee, and Cooperative Education Student.

Reviews Highway Occupancy Permit submissions to ensure that all projects meet design criteria and applicable policies, standards and procedures of the Department.

Safety:

5. Evaluate the contractor’s operations: Immediately stop any unsafe actions. Engage in an ongoing safety dialogue with the contractor’s leadership.

6. Promote a CULTURE that emphasizes SAFETY as a core value: Immediately stop any unsafe actions. Incorporate safety into all discussions, deliberations, and decisions. Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AARs). Enforce accountability.


Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Fair Labor Standards Act (FLSA):
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.
