Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The purpose of this position in the Bureau of Epidemiology, Division of Environmental Health Epidemiology (DEHE) is collecting and disseminating environmental public health data-driven information to avoid/minimize adverse environmental exposures to protect public health, under the direction of the DEHE Division Director. The employee in this position supports the efforts of identifying, evaluating, monitoring, analyzing, visualizing, and controlling environmental health hazards; assists employers and/or others to recognize and prevent environmental health hazards to fulfill organization’s mission of protecting the public health. This is a supervisory position. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Work with IT to maintain options to disseminate environmental public health information such as dashboards, environmental health indicators (EHI) map and the reporting widget by and providing GIS expertise. Maintain a comprehensive understanding of GIS to visualize environmental, demographic and public health data to support critical outreach efforts to promote environmental public health. The work includes but not limited to maintaining and updating division’s EHI map and associated widgets, various dashboards and providing basic training to division staff in using GIS maps and tools to improve productivity. Support the DEHE’s efforts to respond to environmentally linked health concerns of Pennsylvanians seeking support from other state agencies and local governments as appropriate based on advanced knowledge about state and local regulatory responsibilities. Establish, maintain, and facilitate a stakeholder group and coordinate its activities to support EPHT projects. Develop processes and protocols to improve environmental health data and surveillance systems. Utilizing advanced knowledge of environmental health and data sources to address risks environmental public health challenges. Serve as spokesperson/resource person at meetings with community leaders, residents, citizen groups, colleagues, and others on environmental public health issues. Establish close working relationships with state, federal and community partners to inform decisions about tracking data, data analysis, and communication products. Work with the division staff in maintaining capacity to effectively respond to environmental health concerns by creating\maintaining resources including but not limited to environmental health concern response protocol and other technical tools as appropriate. Develop and disseminate data-driven public health messages and educate the public on all aspects of environmental health and emerging issues, such as safety of well water and recreational water, per- and polyfluoroalkyl substances (PFAS) etc., by directing the development of fact sheets, presentations, website content and organizing community meetings and events (e.g., coordination of events like the proposed tracking awareness week). Develop and deliver presentations on special environmental health topics and conduct public awareness, education, and outreach activities. Assist in grant writing using assigned guidelines to support the capacity of the EPHT program. Perform ongoing EPHT program monitoring and evaluation and recommend and implement modification of program policies and procedures as needed. Promote the development of collaborative relationships with community agencies and groups in the planning, implementation and evaluation of public health recommendations. Work with BOE administration to prepare/review EPHT contracts, budgets and agreements with stakeholders according to commonwealth and department standards and policies to ensure compliance with requirements. Prepare performance evaluation reports for program activities per the EPHT grant requirements. Assist the EHPT PI in regularly monitoring the program budget and expenditures. Develop and implement a communication plan for the EPHT program as specified in the Notice of Funding Opportunity (NOFO). Ensure coordination of EPHT program activities with other relevant environmental health projects/grants within the division. Coordinate the involvement of division staff in EPHT related projects and CDC workgroups. Participate in EPHT workgroups, conference calls, conferences, and other relevant tracking meetings for building a tracking network as directed by the PI, in collaboration with other partners. In collaboration with other partners and stakeholders, work with other states in the region to determine best practices and develop a protocol for responding to environmental emergencies and emerging threats such as climate change. This position may be assigned to an emergency response assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period—ranging from a few hours to several weeks, depending upon the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for periods of time. Perform other duties as assigned. |

Decision making in work processes: Decision making is made based on standards defined by my supervisor or the proper professional/technical discipline. And Exploratory. Decision making occurs following careful interpretation, analysis and diagnosis. Employee is responsible for finding information to develop solutions or approaches. Employee is responsible for informing supervisor when a request is outside of the PHI or DOH guidelines or outside of the purview of the Bureau of Epidemiology. Supervisor’s input to decision making: Supervisor reviews on-going work products after completion or if there is a problem or exception. Employee has authority to change internal procedures or approaches as needed within the accepted professional approach. Communication authority: Position advises outside its work unit. |
