Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Under the general supervision of the unit supervisor, this employee serves as the contract manager for the Office of Vocational Rehabilitation (OVR)’s procurement of goods and services. Using resources at OVR’s disposal, the employee will participate in the development of service programs and investigate/pursue/develop the means to secure resources necessary for Pennsylvanians with disabilities and staff who are serving those individuals. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. •Manages OVR’s procurement contracts •Create shopping carts. •Gathers information and prepares statements of work. •Maintains an active and up to date log of OVR Budget assignment cost codes for generating reports on commitments, expenditures, and shopping carts by state and federal fiscal year. •Develop spreadsheets, forms, and other tools for use in monitoring active purchase orders and maintain accurate and consistent records in the use and assignment of specialized accommodation software •Conducts research on appropriate staff accommodation and provides recommendations to the supervisor. •Arrange specialized evaluations for staff accommodation as needed. •Communicates with OA accommodation unit to discuss recommended accommodations to determine the best method to procure them •Participate in contract negotiations with agency procurement staff and others •Gathers, monitors, analyzes, and evaluates information regarding contractor performance and budgetary concerns •Drafts recommended written procedures and maintains the compliance monitoring of program contracts. •Provides expertise and assistance to District Offices in the development, modification, and/or maintenance of goods and services to be purchased •Establishes, maintains, and updates a complete library/resource base of required contractual and standard agreement provisions •Serves as a liaison with agency contracts and services staff •Serves as a liaison with external entities and provision of technical assistance to vendors in the requirements for enrollment with state systems. •Provides information and referral support to vendors requesting engagement with OVR through specialized agreements •Routinely backs up OVR IT Liaison to secure OIT generated quotes for IT, IT accessory, telephone, multifunction copier/fax machines, and related electronic equipment (portable projectors, skype, teleconference cameras, etc.) for all Divisions, bureaus, and district offices across the Commonwealth. •Assists all inter-departmental service projects in which OVR serves as the lead agency and coordinates its service provision with other state agencies and external entities, in the coordination of shared service programs, interventions and events •Performs other duties as assigned |

The position performs analysis and interprets policy, procedures, regulations, and other data/information to ensure compliance and to also draft written procedures for supervisor approval. |
