Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position manages the overall quality assurance program related to conducting the STRONG-R Risk/Needs assessment and other skills-based requirements of the Corrections Counselor complement. In conjunction, this position also manages the coaching program for staff who supervise Corrections Counselors so that supervisors can support/reinforce the use of such skills. This includes developing and deploying quality assurance strategies, developing and deploying remedial efforts for staff who do not perform to standard, and developing and coordinating/delivering general staff trainings to support such efforts. This position works in conjunction with other bureau program administrators to support the various skills-based efforts for which the bureau is responsible for overseeing. This position also provides managerial oversite to the Young Adult Offender Program. Further, this position provides support for other areas of bureau oversight to include risk/needs assessment, other case management skills processes, inmate employment, activities, and volunteer services.

Description of Duties:

The duties of the Treatment Services Program Administrator-Training/Quality Assurance involve the individual having knowledge of offender behavior as well as the skills needed to facilitate offender behavior change. This position requires knowledge of methods and techniques to improve staff use of skills needed to effect offender behavioral change and to train others to support their subordinates’ use of such skills. This position also requires knowledge of the inmate classification and assessment systems. The individual works within the Assessment and Classification Division in the Bureau of Treatment Services and performs the following duties:

Provides managerial oversite to the Young Adult Offender Program. This includes routinely monitoring the performance of the YAOP, providing feedback to facility leadership where these programs are housed to ensure that productivity measures and other expected benchmarks are met, working with program staff to overcome any obstacles to attain goals, and devising policy/providing expectations regarding how these programs operate.

Develops/manages a comprehensive quality assurance program to improve department administration of its risk/needs assessment and other skills-based activities overseen by the Bureau of Treatment Services to include:
-Analyzes aggregate and individual level data on Department use of risk/need assessments and other skills-based activities to identify trends that may require quality assurance interventions,
-Develops quality assurance exercises,
-Collaborates with facility staff to deploy exercises/training,
-Analyzes data related to staff performance in QA exercises/training,
-Provides formal feedback to participating staff.
-Develops policy/procedure to support QA programming

Develops and maintains records of staff requirements for STRONG-R training, use and proficiency. Monitors staff compliance and takes appropriate actions to ensure that non-compliant staff are brought into compliance.

Develops, delivers, and/or coordinates training for staff to support the quality of STRONG-R usage. This includes training for end-users as well as training for their chain-of-command to serve as coaches. The latter of which will enable supervisors to provide quality assurance oversight of their respective staff. Oversees supervisor coaching activities to ensure supervisors’ proficiency in employing coaching strategies.

Manages the inter-rater reliability (IRR) quality assurance processes by developing new IRR scenarios (at minimum, annually); establishing schedules for facility staff participation, monitoring compliance with same; and developing, delivering and/or coordinating structured feedback delivery.

Reviews data from IRR participants to identify concerning trends and individuals who do not perform with adequate proficiency. Develops and deploys remediation plans to correct trends and increase proficiency.

Develops, deploys, and/or coordinates strategies to monitor the quality with which staff conduct assessment interviews. Develops/deploys plans to improve staff quality in this regard.

Develops, deploys, and/or coordinates strategies to monitor the quality with which staff utilize core correctional practices associated with reducing offender risk to reoffend. Develops/deploys plans to improve staff quality in this regard.

Develops, delivers and/or coordinates the delivery of ongoing booster training sessions as needed to enhance the quality of assessment completion, interviewing techniques, and core correctional practices.

Partners with other division and bureau program administrators, department leadership, and facility leadership to accomplish the goals of improved quality in the use of the STRONG-R and other skills-based bureau initiatives.

Reviews and approves/denies discretionary override requests for inmate classification.

Manages the audit process related to facility compliance with quality assurance activities, and participates in periodic audits of the assessment guidelines, case management, and classification system at the institution level ensuring that staff are adhering to the procedures for administration of the assessment guidelines and classification system. In performing the quality control function the individual makes recommendations for improvement of institutional procedures in line with the audit standards.

Participates in training efforts to case management staff at the institutional level in areas identified through the audit function and as needed to clarify other miscellaneous weaknesses.

Participates in case management and assessment/case planning training training for new staff.

Responds to offender correspondence.

As needed, serves as a resource person for resolution of individual and system-wide problems in applicable DOCInfo, Mainframe, and CAPTOR systems.

Provides appropriate levels of access to DOCInfo, Mainframe, and CAPTOR applications for all classifications of employees as determined by supervisor.

Participates in Department of Corrections administrative policy and procedures manual revisions.

Drafts written memorandum, computer system messages, telephone calls and on-site visits to ensure that all new policy, information and procedures are presented to field staff in a timely and effective manner.

Participates in the administration of the Bureau’s oversight functions for inmate employment, activities, and volunteer services.

Performs other related work as required.

This position develops quality assurance strategies and trainings, monitors staff performance, and makes independent decisions regarding the proficiency with which staff utilize required skills to include who must subsequently partake in remedial activities.
This position makes independent decisions regarding facility leadership’s requests for custody level and programming assignment overrides by approving or rejecting these requests based on review of the inmate’s individual circumstance and department policy.
This position, with review of the division chief, makes decisions about audit standards to be imposed upon facilities with regard to compliance with quality assurance requirements.
This position makes independent decisions regarding whether or not facilities have complied with audit standards—some of which are more subjective/qualitative in nature.
This position makes independent decisions regarding whether or not a facility’s plan of action to correct audit deficiencies are acceptable and further determines whether or not the terms of the corrective action plans are being satisfied.
This position, in consultation with the division chief, determines if the level of access provided in the various computer-based applications overseen are appropriate for given classifications and determines when exceptions can/should be granted.
This position independently determines solutions to end-user problems with computer-based applications managed, and recommends solutions to section supervisor to correct issues that require system upgrades.
